The amount of the civil penalty depends on the country involved and its laws. For example, if the travel advisory applies to the citizens of Cuba, a Cuban tourist may be assessed a monetary fine equal to 200 dollars. If traveling to a country of

  2. associate countries, the monetary fine is equivalent to twice the gross salary of the traveler plus the cost of tickets. There are some exceptions to this rule. The travel advisory does not apply to a child attending school or college in Delaware or New Jersey who has received two doses of a vaccine recommended by the Advisory Committee on Immunization Practices (ACIP). Children attending day care centers in the state of Delaware who have received two doses of the vaccine recommended by ACIP may not be penalized. Travelers who receive these two doses from an authorized source and who do not travel to any country where the vaccines are contraindicated may not be subject to the regulations regarding immunizations and travel. This exception applies to travelers between states. State law in effect in each adjoining affected state does not prevent a traveler from travelling to the next adjoining affected state. Thus, it is strongly encouraged that you avoid travel to any adjacent affected state until the travel advisories have been lifted. Some areas that have a temporary shortage of vaccines or disease immunity have a temporary outbreak of diseases and contagious persons. State officials advise travelers to avoid travel to these areas until the situation improves. As part of immunization procedures for travel to adjacent countries, health care providers in the host country advise potential travelers to avoid travel to any country in which the travel vaccination requirements are not in place. This includes travel to countries of concern where the immunization protocol for essential workers is not known or when travel between countries is highly encouraged by the host country's infrastructure security agency. The travel advisory does not apply to children or mothers while they are in countries of concern. In addition, the advisory does not apply to travel by members of any international relief organization working in the targeted areas. These organizations may be subject to additional screening and inspection at airports upon arrival. If an infant is traveling with an infected mother, care providers in the host state or in the surrounding areas must follow recommended safety precautions. An infant may be infected with disease before he/she reaches five months of age if he/she is in close proximity to an infected mother. Healthcare workers should be made aware of specific duties in which they are exposed to disease, such as cleaning affected areas, changing clothes, feeding and bathing babies, putting on and removing gloves. They should also have up-to-date information on the location of the nearest hospital or clinic in case they become ill while on travel.
