Why most Architects can’t take part in this Design competition It was a virtually closed invitation of designs proposal. Three consultancy works of similar nature having cost 120 cr. each. Need 50 lac rupees for Earnest money. Than administrative requirement was so huge that merely any architect will meet the criterion of taking part, whereas everything is to be approved by CPWD only which was not mentioned in tender documents at all. The time of receiving design solution was so narrow that in 30 days, one can not design a 300 sq. mts. bungalow as per architecture norms and client satisfaction. Tender is silent on specific requirement of Design. Some clause are for refraining architects community from the design competition.
Edwin Lutyens Consideration in Designing New Delhi in 1911 AD (1869-1944) an English architect. His early work on private houses was influenced by a wide range of English architecture, including medieval styles and those of the Arts and Crafts Movement. His later designs, as in the Cenotaph, London, and the government buildings in New Delhi, show the influences of Greek and Roman architecture. He was made a knight in 1918. While designing New Delhi he came across Indian Art and Architecture and was very much influenced by the dominancy of symmetry in Royal buildings, Temple Architecture and Mosque. He firmly believed in promotion of local building material and employ of local contractor and labours. Hence, used most of the dominant architectural elements from Rajputana, Malwa, Bundeli, Vidharbh architecture of India. He introduced all these elements in Viceroy Building, North Block, South Block. Where as Parliament building design was copied from Morena near Dholpur while roaming for selection of stone from Agra and Dholpur.
Earlier architects did retain the status of New Delhi as per Lutyens Design Central vista is a line of by-sectorial division of new Delhi, One is south and another is North placed on hexagonal planning. Lutyens believed and developed New Delhi as centre of Southern Hemisphere House of Southern countries. This area was dedicated to British nationals, viceroy and now to President of India hence never accommodates second VIP other than Viceroy. Material sense of Lutyens derived from our own local resources. Lutyens emphasis the balance in architecture on both the side of New Delhi. Even Architect Benjamin Sahib (CPWD) also Retained this character of central Vista while approving design of Later building on Rajpath. Architect Ralph Lauren did Lutyens works extension in designing of Indira Gandhi Art and cultural centre of INDIA on Rajpath.

Design of Ar. Raj Rewal for Parliament’s annexe projects Never exceeded beyond Lutyen’s building heights. Never used other than Architect Lutyen’s materials for construction. Never exposed parliament annexe building to surrounding vicinity. He never approached towards Central Vista.
Ar. Lutyen’s proposed another Building at central vista south to create balance in planning, also recommended to expend New Delhi in Hexa-planning Parliament building was the issue of dispute between two architects Ar. Lutyens and Ar. Baker during New Delhi Planning Lutyens even did not want to creating North and south Block as arm of viceroy building Lutyens was dictated to erect another similar building as round parliament on the south side of central vista Lutyen’s convinced that New Delhi was a incomplete project done by British but need to do much more on it, and beyond.
Our Proposal for revamping Central Vista We are an Independent Country now. We are in a Democratic State. Even an ordinary person can become “President of INDIA” It is time to celebrate our Democracy Celebration must start from 5000 years back Our central vista should act like conductor of a journey of 5000 years along RajPath Our Parliament (Temple of Democracy) must reflect the centuries old architecture of INDIA Everyone has right to roam and enjoy the new Parliament building hence, promote “PATRIOTIC TOURISM”
The concept "BUILDING BYE-LAWS" & DESIGN CONSIDERATION 1.No LBZ (Lutyens Bungalow Zone) Is Applicable On This Building As It Is An Office Building, Hence We Can Provide N Numbers Of Basement. 2.DG(w) Of CPWD Is Approving Authority For All Such Development. 3.DG(w) Of CPWD Will Approve With The Consent Of Cabinet And Prime Minister Of India. 4.DUAC (Delhi Urban Art Commission) Views Already Has Been Taken Into Consideration While Selecting Materials/ Design Elements To Resemble With The Ambience Of Central Vista. 5.CPWD Barrier Free Building And Physical Disable Bye-laws Developed By CPWD Has Been Considered In Designing. 6.All Services Norms Has Been Taken Into Consideration As Per NBC 2016. 7.All IGBC (Indian Green Building Council) Will Be Followed During Construction. 8.Water Harvesting Will Be Done Below The Tank Nearly 6 No. Of Under Ground Chambers Will Be Constructed For Adequate Size. 9.All Fire Norms Will Be Followed As Per NBC 2016, Provision Has Been Made Into The Design Like Width Of Corridors, Ramps, Staircase, Lift Etc. Are As Per Fire Norms.
10. Permission From Airport Authority Will Get Approved From Concerned Authority As The Height Of The Building Lower Than The Height Of The Rashtrapati Bhavan. 11. All Water Inflow And Outflow Has Been Taken Care While Designing Including Water Storage, STP, Etc. 12. Provision For Surface And Sub-surface Drainage System Has Been Taken In Design Consideration. 13. Project Execution And Estimation Of The Project Is Irrelevant As We Have Done In Earlier Architect Raj Rewal Building - Parliament Annexe. 14. Project Management Will Be Done / Through CPWD. 15. All Building ,Materials, Machine, Tools, Furniture, Fitting & Fixture Will Be Of Indian Manufacturers. 16. This Building Is Smart In All Respects. 17. It Is A "Time And Space" Concept Design & Will Cater All Types Of Needs To This Building For A Long Period. 18. All Natural Resources Of Electricity, Water, Air Will Be Recycled / Use As Per NBC Norms. 19. All Fitting And Fixture Will Be As Per IGBC Norms.
Festival of Architecture of India Honorable Prime Minister of India flags off festival of Architecture in India by inviting revamping design of Central Vista Planning and New Parliament design. I am an enthusiastic person to design such a big architectural design happens once in a century is my moral duty to guide the government of India. It is my life time opportunity to extend the architectural works initiated by great Architect Edwin Lutyen and Herbert Baker I dedicate my this work to Honorable Prime Minister of India Shri Narender Modi ji.
Essence of INDIAN DEMOCRACY through Government’s buildings Free access to any part of the government’s building except of security zone working for sovereigns function of Government of Indian. Every Government building must reflect something about the our cultural heritage of this great nation. All major building should be developed as tourist place to give inspiration to the peoples of India and foreigners. We must develop our public spaces as symbols of patriotic feelings. We developed building as Centre of Patriotic Tourism. Prim facia , Every building must give look of INDIA.
Concerned for massive Construction, Destruction and Cost We are not in favour of dismantling the existing massive structure Some building even has been completed last year like Videsh mantraliya Shifting the materials and records of National Importance from building like National Museum, National Archives, Vigyan Bhawan, Udyog Bhawan, Krishi Bhawan, Nirman Bhawan, Shashtri Bhawan, will be like erasing Indian Administrative history, hence we are not in favour of demolishing and erecting new building in their place. Our proposal is least cost oriented as we are doing only Parliaments and cam flashing of RajPath.
How we can promote Patriotic tourism Through INDIAN GOVERNMENT BUILDING We are creating Pragati Path around the Rajpath wrapping the India Gate with Pragati Sthumbh and each Pragati Sthumbh is having our historical kingdom history of India. These kings or emperors formed the modern country so called India. We have designed this Pragati Path from Museum of Prime Ministers, Museum of freedom fighters (existing Parliament) than Vijay Chowk to India Gate and again to Vijay Chowk (proposed Parliament) This will attract high level of tourism, each Sthumbh will be connected to each other with a footpath and sitting arrangement around each Pragati Sthumbh. These Pragati Sthumbh will provide a backdrop to Rajpath and it will cordon of the buildings behind. The whole Pragati Path is a full event as per as tourism is concerned. It will be the key centre of the Delhi tourism and dedicated to our earlier kingdoms, dynasties, kings, rulers.
