  3. Assessing the Damage • Mississippi Highway 90 Destroyed • Biloxi and Waveland Bridges Destroyed • 54 Lighted Intersections Destroyed • ITS Network Destroyed • Wired Communication & Electrical Infrastructure Destroyed

Assessing the Requirements • Must get local traffic moving again quickly • Immediate Repair of Key Lighted Intersections • Plan for Reconstruction of 54 Lighted Intersections • Plan for Reconstruction of ITS Network • Broadband Network desired to enable Real-time Video for Remote Traffic Monitoring & Management • ITS Network desired that is capable of providing multiple solutions for transportation as well as emergency management and first responders for network access before, during, and after another catastrophic event.

  5. Assessing the Alternatives • Fiber network? Wireless Network? Hybrid Network? • What resources and assets survived the storm? • What assets are likely to survive a future catastrophic event(s)? • What assets did not survive the storm and were not likely to survive another catastrophic event once replaced? • MDOT determined that Wireless Networks provided the greatest survivability with additional Public Safety and Emergency Response benefits before, during, and after another catastrophic event!

Assessing the Funding • Federally Funded Mississippi Highway 90 Emergency Reconstruction Project. • Funding restriction only allow for the replacement of previously existing systems. • Existing ITS Network was analog wireless system. • Existing system could be replaced with latest digital broadband wireless technology. • Final decision factor solidifying the decision to deploy a Wireless Broadband Network for the new Mississippi Highway 90 ITS Network.

  7. Developing Plan for ITS Network • Identify requirements and desires for MDOT. • Identify available existing assets in the area. • Identify end point locations and requirements. • Determine the design requirements for both the backbone and distribution networks.

MDOT’s Requirements & Desires • MDOT required a connection for 54 lighted intersections with a minimum 1.5 Mbps but preferred >5 Mbps to every intersection. • MDOT required reliable backbone network w/ 99.999% uptime. • MDOT required intersections maximum pole height of only 35’. • MDOT required real-time video traffic management & monitoring. • MDOT required network that provided multiple layers of private networks over a single Carrier Grade networking system. • MDOT desired robust scalable system that allowed for expansion that could potentially include I-10 coverage and future Hurricane Evacuation Route ITS Traffic Management Network. • MDOT desired a RF system that provided both NeLOS & NLOS. • MDOT desired a system that could enable Mobile Broadband.
