PRESENTATION OVERVIEW • Background on the RMI Flag State Administration • Eight Topic Areas: • Policies and practices the Maritime Administrator uses in assessing the suitability of MODUs • Safety standards and other related requirements that MODUs must adhere to while operating under the RMI flag • Education and experience requirements of the RMI Maritime Administrator personnel responsible for overseeing the safety of vessels registered by the RMI • The organizations given responsibility by the Maritime Administrator for conducting safety reviews of vessels and how often the reviews are conducted

SURVEYOR / NAUTICAL INSPECTOR EVALUATION AND CERTIFICATION A surveyor/nautical inspector must have: • a certificate issued under the relevant provisions of the STCW Convention, designating the holder as a master, chief engineer or other appropriate certification; • a university degree or diploma as a naval architect, mechanical engineer, electrotechnical engineer, or other type of engineer whose professional education relates to the maritime industry; • not less than five years of service as an officer on board a ship at sea, as a naval architect, or as an engineer or Classification Society surveyor in the maritime field; • a relevant university degree or diploma, augmented by completion of certain IMO model courses.

ONGOING INVESTIGATION EFFORTS OF THE MARITIME ADMINISTRATOR • Utilizing own investigators that have been onsite and involved since 21 April 2010 • Worked out a set of cooperative principles with the U.S. Coast Guard regarding each party’s role in respect to obligations regarding casualty investigations under the IMO Casualty Investigation Code • Conducting independent flag State investigation in accordance with its obligations under Article 94, Section 7 of the UNCLOS, SOLAS and the IMO Casualty Investigation Code • A report of our findings will be submitted to the IMO

MARINE SAFETY ADVISORY (MSA) • Information network distributed to apprise owners and operators • MSA 45-10 was circulated shortly after the incident addressing the MODU Emergency Operations • Additional advisories may be issued as the investigation proceeds • Any regulatory revisions to the MODU Code will be applied
