Eleanor Roosevelt • First Lady • Social Reformer • Combined humanitarianism w/ great politics. • Traveled the country observing social conditions & reminding the president of social conditions.
Reelecting FDR • Second New Deal under way during the 1936 election. • Victory for FDR & Democrats • Won the majority in both houses. • First time African Americans supported a Democrat rather than a Republican
Focusing on Farms • Congress approved a second Agricultural Adjustment Act bringing back the first AAA • Attempted to help sharecroppers, migrant workers, & poor farmers. • Resettlement Administration – provided monetary loans to small farmers to buy land. • Latter replaced by the Farm Security Administration.
Roosevelt Extends Relief • Works Progress Administration (WPA) • Goal – to create as many jobs as possible • Special efforts to help women, minorities, & young people. • National Youth Administration • Created specifically to provide education, jobs, counseling, & recreation for youth. • Provided student aid to high school, college, & graduate students. • Provided part-time jobs
Improving Labor Conditions • Wagner Act – reestablished the NIRA provision of collective bargaining. • Protected the rights of workers to join unions. • Prohibited unfair labor practices (ex. Interfering w/ union organization) • Fair Labor Standards Act • Set a max. work week at 44 hours • Set min. wage .25 an hour • Set rules for employees under 16 yrs. old
Social Security Act • Three major parts • Old-age insurance for retirees 65 or older & their spouses. • Unemployment compensation system • Aid to families w/ dependant children & the disabled • ***Was not a total pension system or welfare system.
Expanding & Regulating Utilities • Second New Deal included laws to promote rural electrification & regulate public utilities. • Public Utility Holding Company Act – took aim at financial corruption in the public utility industry. • Outlawed the ownership of utilities by multiple holding companies
