OVERVIEW • Recently Implemented Changes: • My NCBI tool replaces eRA Commons for Bibliography Management • New NIH Policy on Post-Submission Application Material • Just-in-Time Commons Changes • Proposal preparation costs allowable as a direct charge for Mentored Career Development Awards • Revised NIH Grants Policy Statement • Changes Coming Up: • Elimination of Error Correction Window for Due Dates On or After January 25, 2011 • New Adobe Package: “Adobe-Forms-B1” • New Time Limit for NIH Resubmission Applications • Current Continuing Resolution

  3. Recently implemented changes • eRA Commons has partnered with National Center for Biotechnology Information (NCBI) which offers an online portal “My Bibliography” • Manage: • Journal articles, manuscripts accepted for publication, books and book chapters NOT-OD-10-103

  4. How does this effect the PI? • As of July 23, 2010 Commons will no longer support manual entry of citations • As of Oct. 22nd, Commons will no longer display citations that a PI has manually entered into Commons. *All citations previously entered manually into Commons will be removed.*

  6. New NIH Policy on Post-Submission Application Material • Effective for applications submitted for the September 25, 2010 receipt date and thereafter. *The AOR must send the materials directly to the SRO* NOT-OD-10-115

  7. Just-in-Time CommonsChanges • Recent changes to the eRA Commons Just-in-Time Submission Module : • Improved the electronic process by allowing individual submissions of each required element separate from other elements • New capability to submit updated information electronically as many times as necessary. NOT-OD-10-120

  8. Proposal Preparation Costs • Allowable now for effort devoted to proposal preparation for subsequent research support to be charged as a direct cost to a mentored CDA. • Considered part of the awarded effort commitment of the CDA NOT-OD-11-002

  9. Revised NIH Grants Policy Statement This revision is applicable to all NIH grants and cooperative agreements with budget periods beginning on or after October 1, 2010. NOT-OD-11-003

  10. Error Correction Window Going Away `*NIH, AHRQ, and NIOSH* Beginning on and after January 25, 2011, all applications submitted after 5 p.m. local time of the applicant organization on the due date will be subject to the NIH late policy and may not be accepted for review. NOT-OD-10-123

New Forms - Again? *NIH, AHRQ, CDC, FDA & NIOSH* • ADOBE-FORMS-B1 are available now and required for due dates of January 25, 2011 and beyond for the following applications: • Ks (Individual Research Career Award Programs) • Fs (Individual National Research Service Awards) • T’s & D’s (Institutional Training and Career Development Programs) ~~~~~~~~~~~~~~~ All other grant programs will be required to use new forms beginning May 8, 2011 Please read NOT-OD-11-007andNOT-OD-11-008

  12. New Time Limit for NIH Resubmission Applications • NIH will not accept a Resubmission that is submitted later than thirty-seven months after the date of receipt ("receipt date") of the initial New, Renewal, or Revision application. • This policy will go into effect for Resubmissions intended for the January 25, 2011 receipt date and thereafter NOT-OD-10-140 Continuous submission policies are included in Notice

  13. Non-Competing Grant Awards under the Current Continuing Resolution “Under the continuing resolution (currently through December 3, 2010) NIH will issue non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level).” • NIH will consider upward adjustments to these levels after the final appropriation is enacted. NOT-OD-11-015
