  4. National Institutes of Health Reform Act of 2006 • On January 15, the President signed the NIH Reform Act, following unanimous support by the Congress. This action affirms the importance of NIH and its vital role in advancing biomedical research to improve the health of the Nation. • The legislation authorizes a new process to facilitate trans-NIH research. • The implementation process officially began upon signing by the President.

Key Provisions in the NIH Reform Act of 2006 • Establishes Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI) within Office of the Director • Common Fund • No formula for growth • Review required when Common Fund reaches 5% • Council of Councils to advise on research proposals that would be funded by the Common Fund • Establishes Scientific Management Review Board (SMRB) to conduct periodic organizational reviews of NIH, and to make recommendations on the use of NIH organizational authorities • Authorizes (but does not appropriate) an increase in NIH funding for each of the next 3 years • Requires public process for reorganizing NIH programs • Many reporting requirements are eliminated or subsumed in new biennial report

Electronic Submission Process Delay in transitioning F, K, and Ts Notice Number: NOT-OD-07-038 Release Date: January 19, 2007 The change to electronic applications for grant programs currently targeted to transition after May 2007, including Career Development (K), Fellowship (F), Training & Development (T&D) and complex mechanisms will be delayed. NIH, AHRQ and Grants.gov are working together to establish new transition dates for these grant programs. A notice announcing the adjusted dates and timeline will be issued as soon as possible.

  7. News from the Center for Scientific Review (CSR) • CSR will host six one-day Open House Workshops in 2007 • Why? This is a comprehensive effort to engage stakeholders from all the many scientific disciplines to ensure their voices are heard and CSR’s review groups are properly aligned and prepared for the future.

Open Houses at CSR • Behavioral and Social Science - Apr. 25, 2007- Biobehavioral and Behavioral Processes (BBBP) - Health of the Population (HOP)- Risk, Prevention and Health Behavior (RPHB) • Questions to be addressed: • Is the science of your discipline, in its present state, appropriately evaluated within the current study section alignment? • What are the emerging areas of science, and are they currently being served? • Are there areas of science not currently served by the present study section alignment?  http://cms.csr.nih.gov/AboutCSR/OpenHouses.htm

Shortened Review Cycle • NOT-OD-07-034 • Extension of NIH Pilot Study to Shorten the Review Cycle for New Investigator R01 Applications • New Investigator is defined as someone who has not served as PI on PHS-supported research grant excluding R03, R15, R21, K01, K08, K22, K23, K25, and K99/R00

Shortened Review Cycle • Study Sections participating will schedule meetings so that new investigators receive their summary statements no later than March 1, July 1, or November 1. • The Summary Statements for qualifying applications will have an explicit note indicating eligibility for next cycle submission. • Resubmission applications for consideration at the next cycle must be submitted by March 20, July 20, or November 20. • Resubmission applications must be reviewed by the same study section that reviewed the previous version.  • New Investigators who do not choose the next cycle option or request review by a different study section will use the standard resubmission dates for subsequent cycle submission (March 5, July 5, or November 5).

  11. Multiple PI Implementation Update • NOT-OD-06-069 • Release Date: May 11, 2006 • The NIH will recognize multiple Principal Investigators (PI) on a selected set of grant programs beginning in September, 2006 (http://grants2.nih.gov/grants/multi_pi/). The multiple PI option is available only for programs involved in the pilot; that all participating PIs will need to be registered on the NIH Commons prior to submission; and that Multiple PI applications must include a leadership plan. 

  12. 2007 NIH Director’s New Innovator Award Program (DP2)RFA-RM-07-009 • Receipt date: May 22, 2007 • Review date: July 2007 • Anticipated start date: Sept. 2007 • Purpose: stimulate highly innovative research and support promising new investigators • 14 awards anticipated at cost of $40M over 5 years • Average yearly direct costs $300 K plus indirect costs • Eligible PDs/PIs: must have independent research position at U.S. institution as of 9/20/07 and have received doctoral degree or finished internship and residency by 1997 or later. Must be “new investigator” willing to commit 30% effort to the New Innovator Award. No citizenship or residency requirements.

The National Children’s Study • Under the auspices of the U.S. Department of Health and Human Services (NIH, CDC, and EPA) • Received Congressional appropriation of funds for fiscal year 2007 • Vanguard sites prepare for recruitment • NICHD will issue RFP for contracts for 15 to 20 new Study Centers. • Will study 100,000 children from before birth to age 21 years to see what aspects of environment and home keep them healthy or contribute to illness.

  14. PA-07-322 - NHLBI Program Announcement on Stress Management Interventions to Reduce Risk of Coronary Artery Disease (R01) • Goal is to determine whether stress management interventions can slow progression of coronary artery disease or reduce major adverse cardiac events in patients with CAD. • Studies must propose a randomized clinical trial (RCT); potential outcomes include subclinical measures of atherosclerosis, measures of cardiac or endothelial function, cardiovascular reactivity or neurohumoral response to a provocative mental stress test. • Applications must be submitted electronically; standard submission dates apply (next due date is July 5) • See http://grants.nih.gov/grants/guide/pa-files/PA-07-322.html • NHLBI contact: Dr. Peter Kaufmann, 301-435-2467

  15.
