Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] A challenge for foresight Many problems appear to be more intractable, either not capable of being rationally analysed, or existing in an environment in which rational analysis is able to make only a limited contribution to any resolution. Why? A loss of legitimacy and authority of institutions, and of codified formal knowledge the nature of the problems themselves are raising new challenges, best captured by the now familiar concept of ‘wicked’ problems.

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] The context for a real-time experiment The Australian Government established a National Enabling Technologies Strategy (NETS) in 2010 A major objective of this strategy is “to increase government, industry and the community's understanding of the ways in which applications of enabling technologies may help to address major global and national challenges and to encourage the responsible development and uptake of these technologies.”

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] Methodology A number of ‘learning exercises’ as part of a series of foresight workshops, designed to examine the key influences, be they theoretical, methodological, structural, organisational, economic or cultural, in the effective framing and promotion of initiatives to address future major challenges.

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] Government Official Perspective Government officials are primarily interested in the extent to which foresight can be applied to reduce uncertainty in their decision-making and provide guidance about possible technological developments and their consequences ie to reduce or remove possible surprises. Their driving interest is in moving from having to consider multiple possible futures to a single probable or preferred future which is more amenable to their analytical skills, procedures and well-tested policy mechanisms.

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] Industry Perspective Business people are interested in the extent to which foresight processes can open up to them the possibility of new business and market opportunities. Their driving interest, in contrast to that of government officials, was to increase divergence in order to discover new possible futures, to which they could apply their strategic planning tools to pursue a beneficial outcome.

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] Government findings (1) The common view among government officials was of foresight as a process that could provide a window into the future – “a tool to enable you to project beyond the world shaped by current pressures” to be used in specific circumstances in which a longer time horizon might apply. The major constraints are the limited operational time- horizon of government bureaucracy, but also of mindsets and accepted practices, that place a relatively low value on speculating about the future and its possible uncertainties.

A primary concern with avoiding or at least reducing surprises 4.More effective communication, using the language and terms with which government officials are familiar, and interfacing better with the practices that dominate their decision-making processes 5. No special purpose mechanisms were seen as necessary to address grand challenges, the appropriate approach is through conventional organisational and decision-making structures

Orienting Innovation towards Grand Challenges: a real-time experiment in the application of foresight-assisted processes] Conclusions These findings indicate both the need to tailor foresight processes and messages to the very different audiences of government and business, and the importance of understanding these different perspectives in attempting to facilitate dialogue between stakeholders in order to address grand challenges effectively.
