    2. *Lessons Learned* Previous methods of allocations may no longer be effective. The Texas Department of State Health Services creates funding priorities (goals) based upon a 5 year strategic plan. It is difficult to determine regional priorities after a major storm or disaster to include pandemic illnesses. There is difficulty in maintaining hospital minimum standards or verifying these standards. As you know Hospitals and Emergency Medical Services need to work with each other to provide optimal care for the patient. Receiving appropriate required documentation from stakeholders has been proven to be difficult with reimbursements. The direction from the Federal Government is to move to more community planning efforts.

    3. Hospital Preparedness Program Year 10 Important changes this year, that are required by the Texas Department of State Health Services, are: Plans previously required to be in draft form MUST be finalized. All After Action Reviews (AARs) must be submitted to DSHS through SETRAC. The equipment encumbrance deadline has been moved to January 31,2012. All Drills must now include a component of EMRegistry. All Pre-Approval Forms MUST be accompanied by AARs for support. All plans regardless of type must align with the current Regional Hazard Vulnerability Analysis (HVA).
