KharifProduction – Ups and Downs • Production of rice is likely to be adversely affected due to lower area and delayed sowing • Productivity of other cereals crops will also be affected due to delay in sowing • The oilseed production will slide down due to poor coverage under groundnut • The Pulses production is not likely to be adversely affected

Rabi 2009-10 • Background • Deficient rains have impacted kharif production • Lower coverage of kharif rice will lead to more available area for timely planting of wheat / other crop • Terminal end rainfall has improved moisture level • Sufficient seed is available, 20 lakh quintal more seed for Rabi • The losses to kharif production to be compensated by more rabi production

Special Steps required for Rabi 2009/10Compensate losses of Kharif 1.Increase Productivity of Rabi Crops • Timely Planting : State campaign • Input management advance planning • Efficient canal water management • Campaign for universal seed treatment • Promote micro nutrients alongwith NPK • Strengthen farmers field school under NFSM 2.Increase area under Rabi Crops

Strategy for Enhancing Production of Wheat • Bridging the yield gap between the potential and the present level of productivity through • Integrated Nutrient Management • Promotion of improved production technologies like timely planting of wheat and promotion of new improved variety, raised bed planting • Farmers Training through Farm Schools

  14. Integrated Nutrient Management (INM)Constraints and Opportunities • Balanced use of plant nutrients brings about synergy and improves factor productivity and yield Issues : - 1. Availability of Micronutrients, liming and gypsum is observed to be constraint in some States 2. Priority areas need to be identified

  15. According to FAO Study Group on Wheat Immediate Steps required are : • Adoption of Resource Conservation Technology i.e. zero tillage • New Varieties • Integrated Nutrient Management • Manage Temperature Variations • Handholding with farmers through Farmers Field School

  16. Managing Climatic Variations specially rise in temperature in Rabi Season Timely Planting : • Full potential / better growth • Less impact of rise in temperature and terminal heat • May escape from diseases • Better utilization of residual moisture

Timely planting through zero till seed drill • Planting can be done just after harvest of rice without tilling the land • Sowing time can be advanced by one to two weeks • Line seedling and better crop stand • Better conservation of moisture • Retains the crop residue in soils • Saves energy (no tilling the land)

Managing the Rise in Temperature • Frequent irrigation / if possible, use of sprinkler irrigation : Strict monitoring of water sources • Balanced use of fertilizer – in addition to NPK – use of sulpher, zink, boron as per soil test • Timely planted robust crop can sustain temperature rise upto some extent • Promote varieties like – PBW – 17, PBW -550 • Timely tips to farmers through print /electronic media

Improved Agronomical Practices • Seed Treatment – No sowing without seed treatment • Application of sulpher application 25 to 30 kg / ha • Foliar spray of 2% urea • Promote sprinkler irrigation / life saving irrigation • Zero till for timely sowing • Promote bio-fertilizer i.e. Rhizobium culture

  24. Technology for Rabi / Summer Oilseeds • Seed Treatment with fungicides • Use Sulpher 25 / 30 kg /ha • Timely sowing • Target higher area under Rabi /Summer Groundnut in Gujarat, Maharashtra, Tamil Nadu, Karnataka and Rajasthanto compensate for loss of production of kharif season

Rabi Maize and Jowar / Bajra • Increase area under rabi maize in Eastern Uttar Pradesh, Bihar, Punjab, Tamil Nadu and Andhra Pradesh • Increase area under Rabi jowar in Maharashtra, Andhra Pradesh, Karnataka • Improve productivity by promotion of hybrids, higher doses of fertilizers • Protection from shoot borer by appropriate use of pesticide and timely planting

Boro / Summer Rice • Action Plan : • Promote improved varieties / more minikits : Special Seed plan for boro rice • Increase area of boro / summer rice in West Bengal, Bihar, Andhra Pradesh, Tamil Nadu and Chattisgarh, Orissa • Increase Productivity by use of higher doses of fertilizer, SRI Cultivation

  32. Seed Availability for Rabi 2009-10 Requirement is 130.87 lakh qtls Availability is 148.39 lakhs qtls Surplus of 17.52 lakhs qtls No shortfall in cereals, major pulses, oilseeds, fibre, fodder

Sum Up • Extraordinary situation requires extraordinary solutions where business as usual approach will not yield desired results • Campaign mode implementation is needed to salvage the losses and ensure a better Rabi crop season • Supporting the farmer with timely inputs would help save his crops • Productive water harvesting structures could be created by converging the schemes NREGP, IWDP, BRGF, NWDPRA- Expertise of NRAA could be sourced • Implementation of the Schemes should be geared up with focus on covering more Rabi area • Boro Rice, Pulses in rice fallows, Relay and intercrops
