  1. Workshop on reporting obligations in the water acquis communautaire – Draft River Basin Management Plan & WISE

  2. RBMP 2009 / 2010 Elaboration 2007 – 2010 in Austria Harald Marent & Ernst Überreiter

  3. Structure • Principles • Documents • Principle of the WFD and Report • Structure of the Report • Content for each Chapter / Reporting Data Sheets

  4. RBMP – Principles (1) • Structure follows Annex VII WFD • Content because of the Reporting Data Sheets • Aggregation levels: Nationwide, 3 RBD and 8 National Planning Areas • All Waters (> 100 km2 and < 100 km2) are in the same maps and tables • First “Draft RBMP” must be delivered to the Federal States latest by March 22nd 2008 • The RBMP is addressed to the interested Public. The language has to be “common” and “easy”.

  5. RBMP – Principles (2) • Decision in Austria: • RBMP itself very short (Summary – approx. 150 – 200 pages planned) • Text blocks in the RBMP should be useable (1:1) for the WISE ACCESS tool • All other Information (Text and Tables): • Background Documents (e.g. Methodology, Tables) are Annexes of the RBMP. These Documents can be in a “technical language”. • Maps

  6. Documents … • … used to define the RBMP content • WFD and the Reporting Data Sheets • Gap Analysis: • Requests by the European Commission for the RBMP (Reporting Data Sheets) and the • Content of the delivered “old” WFD Reports 2004 (Article 3), 2005 (Article 5) und 2007 (Article 8). • Assessment of the delivered WFD reports (Article 3 and 5) by the EC in 2007 (identified key gaps of data/information) • New policies (Water Scarcity / Drought, Climate Change) • Other Reports (e.g. Rhine, Elbe)

  7. Document – Preparation in the Ministry (1) • “From the Big to the Small” (Top Down approach) • Main Index • Structure follows Annex VII WFD • Detailed Index • (Sub-)Chapters are closed in itself • Basis of the requests (Annex VII, Reporting Data Sheets) • - Table with confrontation on the Information, the EC demanded (left column) and that, column argues, on the part of Austria already reported information

  8. Document – Preparation in the Ministry (2) • Table: • Existing texts should be used for summaries

  9. Document – Preparation in the Ministry (3) • Reporting Data Sheets • Draft Table of Contents for 2010 Reporting Guidance • Collection of Reporting Sheets for 2010 Reporting Guidance • The arrangement corresponds to the arrangement of the Report • The structure of the RDS follows always following pattern: • What (the content) is required; • Why are the contents required (indication of type. the WRRL); • How (in which form) the contents are required, • Geographical information (for example maps M 1:250.000) • Tables / data • Summarizing texts (maximum sign number pretended)

  10. Principle of the WFD and the Report • Work and Timetable – similar to modern Management Tools • 1. Analysis of the present situation • 2. Objectives (goals / aims by 2015, 2021, 2027) • 3. GAP Analysis: Present – Future Situation • 4. Plan and take Measures to reach the objectives • 5. Resources (Personal, Money, etc.) • 6. Project Controlling • 7. Assessment • 8. Update

  11. Principle of the WFD and the Report • First risk analysis (Article 5) – WB at risk, not at risk • Monitoring of the Waters following WFD rules (Article 8) • Objectives (goals / aims by 2015, 2021, 2027) • Status of the Water Bodies • GAP Analysis: Present – Future Situation • Programme of Measures • Timetable • Costs of Measures • Priority List • Planning the Resources (Personal, Money, etc.) • Project Controlling • Assessment by the Member States and the European Commission • Update (Article 5 and 13)

  12. The report – Index / Structure (1) • I Imprint • II (Executive) Summary (with key results and messages) • III Index • IV Preamble (e.g. Introduction by the Minister, etc.) • 0. Summary Description of the RBMP • 1. General Description / characteristics of the River Basin District • 1.1 Surface Waters • 1.2 Groundwater • 2. Summary of significant pressures and impacts of human activity • 2.1 Surface Waters • 2.2 Groundwater • 3. (Identification and mapping of) Protected Areas
