Offshore Wind Power Potential in Italy: Challenges and Opportunities for Development

The report presents an overview of the offshore wind power potential in Italy, focusing on the SEANERGY 2020 project led by Andrea Marchisio of APER. Despite an ambitious target of 680 MW by 2020, Italy has yet to install any offshore wind capacity. The paper discusses the policies, legal frameworks, and permitting processes that affect offshore wind development. It also highlights barriers such as cumbersome permitting procedures and the involvement of multiple authorities, which hinder progress. The report ultimately calls for clearer regulatory frameworks to unlock Italy's offshore wind potential.

  4. INSTALLATION TARGET Offshore windpower target at 2020 [Italian NREAP] 680 MW Todayinstalled 0 MW Total capacityofprojects under EIA 1.127 MW

  5. POLICY AND LEGAL FRAMEWORK • Support scheme: up to 2013 -> TGCs ; 1 MWh offshore = 1,5 TGC after 2013 -> Competitive price-based tenders • Lack of MSP • Many subjects involved on permitting • In the past, not clear “who-licenses-what”

  6. PERMITTING AND LICENSING: a brief history NATIONALCOMPETENCEREGIONAL COMPETENCE 387/2003 & 152/2006 244/2007 4/2008 99/2009 The offshore wind farms permitting and EIA are granted by the State (up to now..) Authorization EIA Authorization EIA EIA Authorization EIA

  7. PERMITTING AND LICENSING • Public Maritime Domain (Navigation Code) • granted in concessionby the MinistryofTransportthroughPortAuthorities • Compatibilitywithothermaritimeactivities • Interferencewithboundnavigationroutes • Benefitsof the initiative • Autorizzazione Unica [Single Authorization] • grantedby the MinistryofTransport (afterconsultationwith the MinistryofEconomicDevelopment and the MinistryofEnvironment) • Environmental Impact Assessment • grantedby the MinistryofEnvironment (afterhearing the Ministryof Cultural Heritage)

  8. BARRIERS TO DEVELOPMENT • Permitting procedure too burdensome • Operators must gather more than 40 opinion • Binding judgment of Ministry of Cultural Heritage on projects • Port Authorities are a military body, lack of competence on wind offshore • Regions can delay the conclusion of the permitting procedure • No tool which gathers useful info for operators
