Summary of activities of the ETOPS/LROPS JAA/WG • Section1/section2 in accordance with JAR-11 principles and RST directions: • Enabling requirements in JAR-21, JAR-25, JAR-E, JAR-OPS1 • A single set of AMC material for all requirements. • Arrange consistency of ETOPS and LROPS requirements • Compare with equivalent ARAC material • Response to concerns expressed by AEA. • Involve business aeroplanes community OST ETOPS/LROPS presentation

  8. NPA lay-out. Requirements • CS-21 §21.3 amended to mandate ETOPS IFSD reporting. • CS-25.XX (new) • Each applicant seeking approval for ETOPS/LROPS must comply with the requirements of JAR-25 considering the maximum mission time and the longest diversion time for which approval is being sought. Time limited systems limitations should be established. • CS-E.YY (new) • Each applicant seeking approval for ETOPS/LROPS capability must show that the engine will achieve an IFSD rate that is compatible with the safety target associated to the maximum mission time and the longest diversion time for which approval is being sought. • JAR-OPS1 • Amend §JAR-OPS1.245 for new LROPS threshold for 3-4 engines aeroplanes, engine inoperative speed revised) • § JAR-OPS1-246 to cover ETOPS/LROPS. NPA Lay-out. • GAI-20 ACJ 20x6 • Section1: Two-engine large transport aeroplanes with either 20 or more passengers or a take-off mass of more than 45360kg • Section 2: Three and four-engine large transport aeroplanes with either 20 or more passengers or a take-off mass of more than 45360kg. • Section 3: Aeroplanes with 19 or less passengers and a take -off mass of less than 45360 kg. NPA format. • GAI-20 ACJ 20x6 • Maintenance • IFSD engine monitoring is necessary on two engine aeroplanes (and eventually on 3 and for engines aeroplanes where a dual engine failure is catastrophic). Main differences with FAA NPRM • Type design • IFSD rate objective for twins over 180 mn diversion time (historical difference) • JAA: decreasing curve down to 1x10-5/FH( 25.1309 objective) • FAA: flat curve at 1x10-5/FH • Icing capability • Fuel feeding in emergency electrical conditions OST ETOPS/LROPS presentation

Main differences with FAA NPRM • Operations • - FAA and JAA are consistent on two engines aeroplanes and 3-4 engines aeroplanes above 180 mn diversion time • - Differences • on polar designated areas • intermediate FAA step at 240 mn diversion time • - Recovery plan required by ARAC on all alternate airfields. Main differences with FAA NPRM • ETOPS vs LROPS • FAA NPRM refers to ETOPS for all operations requiring planned en-route alternates due to similarities in the OPS requirement • JAA refer to ETOPS for twins and LROPS for 3 and 4 engines aeroplanes due to differences in threshold, flight operations and design considerations.   17. Response to AEA concerns • Do not jeopardise existing operations • Analysis of the 2 examples given: Anchorage to Tokyo is not an LROPS route (JAA criteria). LAX to Tahiti could be marginally LROPS (see also fuel requirements) •  LROPS rules do not affect existing operations • Grand father rules. 3 and 4 engines aeroplanes from an existing Type Certificate are eligible for LROPS. However CPR certification rules apply to significant changes. • No JAA polar designated areas would apply to existing polar routes OST ETOPS/LROPS presentation
