  2. Green Deal • Established by the Energy Act 2011 • Loan scheme attached to energy bill. Governed by the consumer credit act • Supervised by ‘Independent’ Body (Ofgem, DECC?) • Accredited Assessors, Providers & Installers. In-house or independent. Independent Advice line • Provider will enter into contract with householder, responsible for warranty etc. • Long term – up to 25 years • Contains the ‘Golden Rule’

  3. ECO • Separate supervising body. • Grant scheme. • Two elements: • Carbon Reduction Obligation (open to all). SWI & Hard to treat Cavities? • Affordable Warmth Obligation (restricted, as Warm Front? WTC + disability?) “any measure which improves the thermal performance of the property”. Heating systems & Basic insulation measures

The process • Assessment to include advice on actual energy use & relation to potential savings. • Full GD assessment not required for ECO as boiler repairs etc would not be covered. • Gov’t expects combination of both GD & ECO • ‘In-use’ factor for technologies. • Assessment paid for by GD, though in cases of no GD? • Not on Assessment – not in GD • ECO targeted at benefit recipients or area?

  5. Potential draw backs • Golden rule? Interest rises, change of occupancy, energy prices fall? • Arrears treated same as energy bills! • Prepayment customers have deal included on their arrears, switching? • Owner of property responsible for charge during periods when property is empty. • Energy company receives full credit for CO2 reduction no matter what % of ECO funding

  6. Final Note • Governments own figures suggest that by 2022 ECO will only have reduced the expected number of households in fuel poverty by 550,000. Present estimates suggest that at least 4 million households are suffering from fuel poverty!

GD eligible interventions • Hot water cylinder insulation • Internal wall insulation • Lighting systems, fittings and controls • Loft or rafter insulation and loft hatch insulation • Mechanical ventilation with heat recovery • Micro combined heat and power • Micro wind generation • Oil-fired condensing boilers • Photovoltaics • Roof insulation • Room in roof insulation • Solar water heating • Under-floor heating • Under-floor insulation • Waste water heat recovery devices attached to showers • Air source heat pumps • Biomass boilers • Biomass room heater (with radiators) • Cavity wall insulation • Cylinder thermostats • Draught proofing • Energy efficient glazing • External wall insulation • Fan-assisted replacement storage heaters • Flue gas heat recovery devices • Ground source heat pumps • Heating controls (for wet central heating system and warm air system) • High efficiency gas-fired condensing boilers • High efficiency replacement warm-air units • High thermal performance external doors
