The EU and Central Asia The EU-Central Asia ‘Strategy for a New Partnership’ Identifies seven thematic areas of cooperation between the EU and Central Asia with three of these identified as ‘pillars’ of intensified policy dialogue and enhanced cooperation Pillar 1 Education Pillar 3 Rule of Law Pillar 2 Environment

Pillar 2: Environment Pillar 2 Environment ‘Environment ‘Pillar’ Is being implemented through a set of initiatives laid out in in the Regional Environmental Programme for Central Asia (EURECA) which consists of 4 COMPONENTS Overall Aim of EURECA: ‘To promote the stability and security of the countries of Central Asia, assisting inthe pursuit of sustainable economic development, poverty reduction and facilitation closer regional cooperation both within Central Asia and between Central Asia and the EU.’

Working Group on Environmental Governance and Climate Change Supports Platform Implementation ‘Aims to strengthen policy cooperation at a regional level and to provide guidance on cooperation activities between the European Union and Central Asia in synergy with other donors, international financial institutions, international organisations, regional bodies and representatives of civil society’. Chaired by Italian Ministry of Environment Land and Sea.

  7. EU Water Initiative • Also supporting Platform: EU Water Initiative Eastern Europe, the Caucasus and Central Asia (EUCCA), сhaired by Romania. • Chaired by Romania.

EURECA Component 1: (This Project) Regional Coordination and Support for EU-Central Asia Enhanced Regional Cooperation on Environment and Water (WECOOP) Development Objective:To promote and support enhanced regional co-operation on environment and water both between EU and Central Asia and within Central Asia as called by the EU Central Asia Strategy. Project Duration: 1/02/2012 - 30/07/2014Budget:€ 1,340,000 Implemented: by the consortium led by the UK Company Landell Mills in partnership with GITEC Consult GmbH (Germany) and BARS Consulting Ltd (Tajikistan)

Project Purpose ‘To support the development, effectiveness and visibility of the Environment and Water Cooperation Platform aiming at facilitating enhanced regional cooperation both between the EU and Central Asia and within Central Asia’. One of the main priorities of the project is to ensure continuity and coordination of actions, and to provide further advancement in the areas that have already been initiated in beneficiary countries, earlier projects and other initiatives

  14. PPROJECT STATUS INCEPTION PHASE COMPLETED END MARCH 2014 Kick Off Meetings with Delegation and Video Conferences with EU in Brussels and with Italian Ministry of Environment, Land and Sea. Establishment of Project Office in IFAS building in Almaty. Introductions and establishment of working relations with Central Asian partners. Inception Phase Completed – February to March 2014. IMPLEMENTATION PHASE UNDERWAY First Progress Report issued for 6 monthly period to end July 2012. Second Progress Report will cover period to end January 2013

ROLE OF THE STEERING GROUP • Review and approve project plans and activities as set out the Terms of Reference and the Project Inception and Progress Reports. • Provide advice and guidance on achievement of the project results. • Inform the technical assistance team of any significant institutional or organisation changes that could have an impact on the achievement of project objectives. • Provide assistance to address any project bottlenecks or conflicts that may occur.
