  2. Motivation for networking • Actinide sciences play a key role for the future of nuclear fission energy: • better use of fissile matter for power production, • efficient processing of spent fuels, • solid scientific basis for geological waste disposal. Brussels, 11 July, 2005

Motivation for networking • However: • safety rules are heavy and research is expensive, • the tools requested to work on actinides are rare, • actinides have a rich and specific behaviour… Although many collaborations are already active, • It is necessary to federate tools and expertise; • ACTINET is a consortium of European R&D organisations, devoted to basic actinide sciences • launched in March 2004 with the support of the European Commission (6th Framework Programme), • will continue to operate beyond FP6. Main dates in the preparation • 2002 : preliminary discussions and « design » of the Project, • Expression of Interest • December 2002: Euratom Call 2003 (fixed deadline) • 11-12 December2002 : 1st workshop (Karlsruhe) • Draft of Memorandum of Understanding • 6-7 March 2003 : 2nd workshop (Avignon) • 10 April 2003: final text of the MoU • 6 May 2003: deadline for the proposal • 2 July 2003: Audition (Brussels) • July 2003: Draft of the Consortium Agreement • 3 and 25 Nov 2003 : Negotiation meeting (Brussels) • End of 2003 : end of the negotiation with the CE • End of Jan 2004 : formal approval of the Project • February : Contract, and Consortium Agreement • 1st March 2004 : start of the Project • 27 April : 1st meeting of the Governing Board • May-June 2004 : signature of the Consortium Agreement Brussels, 11 July, 2005

Preparation of the Consortium • The Consortium Agreement must describe: • The structure and organization (decision making) • The management of the resources with the network • The possible evolutions (changes of rules, of participants…) • Intellectual Property rights • Liability • … (see check-list) • Example: • ACTINET should be open to new partners, • Partners want to be contractors, • But ACTINET should remain manageable. • Core Group and unequal rights/duties of the member organisations : Total voting rights of the CG = 50% Total voting rights of the other partners = 50% Brussels, 11 July, 2005

Preparation of the Consortium • ACTINET is structured with a Core Group • The consortium agreement was prepared within the Core Group, then discussed more widely, modified progressively. • It takes time because the various issues are raised successively, one after the other • Voting rules • IP matters • Liability • … • It is important to involve legal officers early enough, so that • they understand what the project is about, and • have the time to raise and solve the important issues Brussels, 11 July, 2005

The Budget • A large part of the activities are decided through an internal selective procedure (periodical calls) • budget guidelines are defined by the Governing Board • the allocation of the grant to the network members is not defined a priori. It depends on the outcome of the selection procedure… Brussels, 11 July, 2005

  13. The Reporting • A number of deliverables are defined during the preparation of the Contract with the Commission. This generally includes: • A project presentation • A communication Action Plan • Periodical Management Reports and Activity Reports • … • The Commission organises a periodical review • On the basis of the contractual reports, • With a review meeting between the Network management and the experts • The outcome of the review determines the continuation of the Project • The description of the work foreseen for the next 18 months period is provided under the form of an amendment to the initial Contract.   18. the Joint Research Projects • Scientific Scopes: basic actinide research on • Actinides in solution and solid phase, • Actinides in the geological environment, • Actinide materials under and after irradiation. • Objective: • Integration through the joint definition and realisation of research projects, taking advantage of the pooled facilities. • Constraint: • At least 2 partners (from the Consortium) from 2 distinct countries. • Selection procedure through the Scientific Advisory Committee and Executive Committee • Two calls each year • 1st call published 28 May 2004, • 4th call will be published shortly, deadline 4 December 2005 • 33 Joint Research proposals are currently supported by the network (72 proposals received) details available on http//www.actinet-network.org Brussels, 11 July, 2005
