  3. How can we improve LBRC performance? • Training • Supervision • Ownership • Community must feel that the road is theirs so that they will maintain and protect it • Timing • Motivation • Organized labour force

  4. How can we improve LBRC performance? • Tools and implements • Must be appropriate • Productivity • Production/time • Daily rate • Piece rate • Lump sum (does not work well) • Task rate (best approach)

  5. Factors Affecting Task Rate • Culture • Food/health • Climate • Schedule work around • Hotest portion of day • Rainy season • Weather – rain • Tools and implements • Skills of labourers • Soil types (difficulty of excavation) • Task rate is critical for motivation
