  2. European Energy policy Main drives: Security of supply, sustainability, competitivity Context: • Environmental constraints: IPCC (Kyoto protocol), “White book” for RE. • Electricity market liberalization in Europe. • Demand-side management of the energy system.

  3. European Research Policy FP5 (1999-2002) ENERGY Programme Objective : Research, Development &Demonstration on sustainable Energytechnologiesand services Targets for 2010: • Reduce greenhouse gas emissions by 8% (from 1990 level) • Reduce energy end-use by 18%(from 1995) • Increase renewable energy share to 12%

  4. ENERGY Key Action 6 Building sector target : energy consumption reduced by > 30% by 2010 . Integrate energy issues in urban planning . Improve the building envelope components • Increase indoor systems energy efficiency (heating/cooling, ventilation, lighting, BEMS) • Increase the use of renewables into buildings to 12% of total building energy use

A Thematic Network: what for? >>>to bring about information exchange >>> to assist project monitoring by thematic groups >>> toaddress externalities, socio-economic issues and non-technical barriers >>>to help co-operation between EU and national programmes and with third countries >>>to provide strategic guidance from high level specialists from Universities, research centers and industry

  6. The EnerBuild-RTD thematic network Rationale : 1) The Construction industry is fragmented into multiple sectors and actors. 2) Results from JOULE RTD projects (200 building-related) require more valorisation . 3) The Energy issue is not integrated in the whole construction process.

  7. ENERBUILD - RTDObjectives • To summarise and evaluate results from FP4-JOULE 3 projects • To exchange technical experience between sectors through thematic groups. • To help overcome barriers to disseminate energy-efficient use of technologies in buildings. • To identify new research needs.

  8. ENERBUILD - RTD deliverables • 1 - State-of-the-art review of energy technologies by thematic groups • 2 - Creation of an Internet site • 3 - Links with other related networks (T.R.A.on Construction Technologies, IQ-test, etc…) • 4 - Publications (Newsletters, posters, brochures, articles,…) • 5 - Strategy paper on “Energy RTD in Buildings” for FP6/ERA

  9. ENERBUILD - RTD long-term goals • Improve the coordination of European Research in the area of Energy Use in Buildings • Prepare a European integrated approach at City, Regional and National level. • Prepare environmentally compatible European standards for Buildings. • Extend coordination with Eastern European countries.
