Introduction • Since the inception of modern policing in Penang, on 25th March 1807 (now 201 years) the scope of duty for the Royal Malaysia Police (RMP) remain unchanged i.e. to maintain law and order and ensuring peace and harmony in the country. • However situations has changed and demands of societyhas correspondingly changed

  3. Introduction • The scope of policing has widened and RMP needs a paradigm shift to meet the present and future challenges. • RMP needs to reinvent and rebrand itself to stay continously relevant.

  4. Fundamentals • The basic Principles of Integrity serve as a path to what is proper in most work situations (Credibility, reliability & trust) • Personal and professional integrity is the most important attribute • Honest and forthright; observe all laws and regulations. But lawful behavior is not quite enough; ethical behavior is the standard

Identifying Inherent Weaknesses – Finding the Problems • Establishment of Royal Commission for to Enhance the Operation and Management of the Royal Malaysia Police (2004). • Report submitted on the 15th March 2005 with 125 recommendations • Allegation of corruption, abuse of power, outdated work procedures and poor delivery of service.

Continued…. • A second Commission was set up in 2005 to investigate the standard operational procedures in relation to body searches after the infamous nude video clip of body search was released by the media. • This brought new issues such as the organisational ethics & accountability to the forefront. • Studies conducted in 2006 found that the biggest challenge faced by RMP is the issue of integrity.(93.5%)

  11. 6 specific strategies • Restructuring the Inspector General of Police Secretariat (Discipline) • Selection of suitable officers to be in the Inspector General of Police Secretariat (Discipline) • Organising more recreational activities among police officers to improve esprit de corp

  12. Continued… • Creating more training opportunities and best practices to improve police performance. • Inculcating a sense of belonging among the members of the force 6. Review of Scheme of Service and allowances

  13. Five specific projects • Restructuring the Inspector General of Police Secretariat (Discipline) at federal, state and district level 2. Eradicating corruption, abuse of authority and misconduct • Eradicating drug abuse within RMP through continuous campaign. • Establishing A Complaints Management Unit 5. Implementation of Islam Hadhari concepts

  14. Other measures 2. Disciplinary Control System (SKD) This is a systematic close control mechanism where every officer is incharge of a few subordinates. Supervision in this respect is not limited to ’on duty’ but encompasssing off duty hours including lifestyle, friends, family, property and drug abuse.

  15. 3. Declaration of assets Reg. 10, Public Officers( Conduct & Discipline)Regulations 1993 RMP has made this process more stringent

  16. Introducing Better Remuneration and Scheme of Service The government in 2007 revised the police salary scheme to be more superior than the general civil service. An increase between 15%-35% across the board was given.

  18. 5.Leveraging on Technologyto Ensure Integrity • The C4I system essentially being a command and control tool is also being used as a mechanism to monitor police officers in patrol cars and prevent unscrupulous conduct. • Plans are on the way to fix cameras on patrol vehicles so that all activities of the police officers are monitored on CCTV and recorded.

  19. 6. Purchasing More Computers, Stationeries etc Common phenomenon of serious shortages of computers, office furniture and stationeries due to limited budget allocation

  20. 7. Establishment of the Religious & Counseling Division A new division within the RMP known as the Religious & Counseling Division (BAKA) comprising of police officers and civilian counselors and religious officers has been established.

  21. 8.RMP/IIM MOU RMP and IIM signed MOU in 2007 to facilitate corporation in courses, training and other mechanisms to enhance the integrity of the members of RMP.

  22. 9.COOPERATION WITHIN ASEAN COUNTRIES • Annual ASEANAPOL Conference • Malaysia-Indonesia Joint Police Cooperation Committee (JPCC) • Departmental Review with Thailand • Malaysia – Singapore Bilateral (CID & CNB) • Malaysia – Brunei Bilateral (NCB)
