Northport Removal Action • In 2004, EPA initiated a removal at the Le Roi smelter • 29 properties had soil removed • 94 properties had exposure reduction measures • 65 properties had no action
Two Different Soil Sampling Plans • Upland soils • Teck is lead, EPA approves sampling plan • Human health and ecological • Broader scope • Residential • EPA is lead • Specific to properties in sampling area that have residences • Human heath focused
Goal of Upland Soils Study • Determine where there may be harmful levels of metals in soil from smelter impacts and define the outer limit of concentrations which could cause problems to people or the environment. • Collect data to evaluate human health and ecological risks associated with contaminants in uplands soil
Schedule for Upland Soils • Teck to submitted Draft Sampling Plan to EPA in September 2013 • EPA (and Participating Parties) are currently reviewing Sampling Plan and will submit comments in December • Goal is to finalize Sampling Plan by spring 2014 and start sampling summer 2014. Sampling may extend into 2015.
Residential Soil Sampling • Ecology report gave enough data for EPA to prioritize a Residential Soil Sampling program • EPA is drafting the sampling plan
Residential Soil Sampling Schedule • Fall 2013- contact land owners, develop general sampling plan • Informal notice letting landowners know they are in the area of interest for sampling (to be sent in next couple weeks) • Formal Access Agreement will be sent requesting permission to sample property (December) • Winter to Spring 2014- finalize general sampling plan • Spring 2014 – property visits to develop sampling plan specific to each property • Summer/Fall 2014- sample properties
