  3. Review of Principal Leadership Actions • Use of Skills Iowa and other improvement initiatives aren’t voluntary. Commitment follows competence. • Regular, structured collaborative time is provided for learning teams. • Principals participate in learning teams and are updated when they can’t attend. They show commitment to the process, not lip service. • Principals model the use of data.

  7. What’s the purpose 2nd Assessment • A school or school district shall use additional assessments to measure progress on locally determined content standards in at least reading, mathematics, and science. Iowa Code 281—IAC 12.8(1)(f) (1)

  8. Second Assessments • Skills Iowa Benchmark assessments in reading and math grades 3-11 (algebra 2) • Locally created science assessments

Statehouse Update • Education Reform • Governor’s Bill in House Education • Senate Version out this week • Critical contents • Core Curriculum: fine arts, music, applied arts, character ed, entrepreneurial ed (not repealing anything currently in the Core • Assessments: End of course, Smarter Balance (national effort aligned to the Common Core,) ACT as 11th grade federal compliance assessment, growth/gain scores related to Iowa Waiver for NCLB/ESEA requirements. Missing link is formative assessment. • Other significant issues related to licensure and elevating the content knowledge and requirements to get into teaching, alternative certification paths (administrators and teachers) and annual evaluation with details TBD at a later date by task forces appointed by the DE director. • Next steps: Waiver application is due to the feds Feb. 21 • Governor wants the whole plan, as a system. Legislators in both parties have concerns.

  15. Statehouse Funding Update The Governor did not include a 2014 AG rate recommendation in his budget and prefers to wait until 2013 Session. The two Senate bills concerning allowable growth at four percent were approved by the Senate, Feb. 7, 2012 and now in the House HF 2445, which changes the timing of setting allowable growth, was approved by the House Feb. 13 and is now in the Senate Education Committee. • SF 2114 Sets a 4% AG for FY 2014 for the state cost per pupil • SF 2115 Sets a 4% AG for FY 2014 for categorical per pupil supplements • HF 2445 Requires AG rate to be set in odd numbered years for the upcoming budget year (with only a few months’ notice prior to start of the fiscal year) and the subsequent year. • HF 2217 and HF 2218 are House versions of 4%, both in the House Education Committee.
