  1. Metering Issues Taskforce (MIT) Update to Retail Market Subcommittee May 16, 2012

May 1, 2012 MIT WebEx Conference Call • During MIT’s second WebEx conference, we continued to discuss ERCOT’s Time Error Correction (TEC) request to increase the (TEC) threshold from + 3 seconds to + 30seconds. ERCOT provided these documents for review: • MIT GOAL:   Based upon MIT’s review of ERCOT’s TEC documentation and taskforce discussions, MIT will develop a consensus recommendation that will be included as a voting item on the May 16, 2012 Retail Market Subcommittee (RMS) agenda.

MIT’s RecommendationERCOT’s Manual TEC Procedures • When time error is equal to or greater than +/- 30 seconds, ERCOT may initiate time correction • Time Error Corrections normally start and end on the hour or half-hour • The Time Error Correction will be ended when the error is less than +/- 27.5 seconds

  4. MIT’s Recommendation ERCOT’s Manual TEC Procedures • The time correction may be postponed if it is determined that load patterns in the immediate future will result in the desired time correction • However, the accumulated time error should not be allowed to exceed thirty-two (32) seconds • ERCOT will not take any action if accumulated time error is trending towards zero.

Potential Benefits: • ERCOT may observe more time error self corrections with expanded threshold of +/-30 seconds than with the current +/-3 seconds • Less Manual Time Error Corrections may be performed by ERCOT’s Operators • Based upon benefits observed during pilot, the outcome may become manual Time Error Correction long term standard.

  6. If Manual TEC Recommendation Endorsed by both RMS and ROS: • NEXT STEPS : • Update the NAESB Manual Time Error Procedures • Update ERCOT’s Control Room Procedures • ERCOT will submit an Operating Guide Revision Request to OWG and ROS for section: • 2.2.9    Time Error and Time Synchronization • ERCOT will be responsible for sending out a market notice with effective date of their manual TEC Procedural Changes.

  7. April 16th and May 1st 2012 MIT WebEx Conference Call • Taskforce attendees were asked if there were additional metering issues that need to be discussed to determine if a market solution is warranted. • 5/1/12 Question: Would it be possible to utilize the MIT for assistance with the AMIT Handbook Taskforce? For instance, if there are AMIT issues identified where input is needed from the market could the AMIT Handbook Taskforce reach out to MIT for input or feedback?

  8. Metering Issues Taskforce (MIT) Next Steps: • Following RMS, MIT leadership and ERCOT will request time on the Operation Working Group (OWG) and ROS’ agenda for manual Time Error Correction recommendation discussions to seek their endorsements. • If TEC Recommendations are Endorsed: • Monitor ERCOT’s Time Error Correction progress • If needed , work with ERCOT to develop market communications when necessary • If needed, work with ERCOT to develop any TEC status reports for the market
