Over 28 years of experience in project appraisals and micro-enterprise development. Former Director of Inter-Sectoral Unit for Tourism, Organization of American States (OAS), and Former Senior Project Officer at Caribbean Development Bank. Barbados-based.

Project Examples • Communications and Media: LTL Strategies provided a comprehensive set of services, including content development, newsletter development ,and public relations with US Congress and other US government agencies to a White House-based international program. • Monitoring and Evaluation:LTL Strategies has conducted several evaluations of USAID programs, including: entrepreneurial development (South Africa), HIV-AIDS Legal Clinic (Senegal), HIV Grant Management Program for PACT South Africa, and food security (Africa-wide). • Trade and Investment: In the year 2002, through an unprecedented international private sector capital mobilization effort,LTL Strategiesmobilized 116 US and Canadian investors and business leaders to participate in a campaign for the financing of the NEPAD.

Project Examples(continued) • Global Advocacy Mapping Project for Microbicides for a Gates Foundation Project of International Partnership for Microbicides (IPM) – 2005 • Municipal Financing: For CHF, LTL Strategiesdeveloped a municipal financing strategy for West African cities.Workshop, Bamako, Feb. 2004. Countries involved: Benin, Burkina Faso, Senegal and Mali. LTL produced a publication, and is currently working on follow up mechanisms. • Third Party Evaluation for an African Health Reporting Project for a Gates Foundation funded project of the International Women’s Media Foundation (IWMF) – 2007 • Strategic Planning Facilitation for Africa’s Health in 2010 with the entire Africa Bureau Heath Division of USAID – July/August 2007.

  17. US Government IQCs • Managing African Conflict (MAC; 2003-2008; US $200 million). In partnership with MSI. LTL Strategies: technical, analytical, and practical expertise in conflict management, including mediation and negotiation, post-conflict reconstruction, preventive mechanisms, and training. • Increasing Sustainable Local Government Service Delivery (ISLGS; 2005-2008; US $30 million). In partnership withLouis Berger International. LTL Strategies: African municipal development, public- private partnerships, and global communications. • Democracy and Governance Analytical, Support, and Implementation Services (2004-2009; US $5 million). In partnership with MSI. LTL Strategies: democratization (from electoral systems to policy and decentralization). Democratization and governance assessments, strategic democratic environmental analyses, political environment surveys, and training for key individual actors, grassroots organizations ,and other civil society groups, and institutions participating in the democratic process.

LTL Strategies: micro and macro-level policy reform, technical assistance and advisory services to governments, national and sub-national deliberative bodies, and NGOs. • Building Recovery and Reform through Democratic Governance (BRDG; 2005-2010; US $750 million). In partnership with MSI. LTL Strategies: policy analysis and reform, conflict management, post-conflict reconstruction, community building, peace connectors, and civilian and military social reintegration. • Aid to Basic Education/Linkages in Education and Health (ABE-LINK; 2005-2010; US $72 million). In partnership withCreative Associates International. LTL Strategies: cross-sector integration between education and health, health communications, issues identification and promotion.

  19. US Government IQCs (continued) • AFRICAP (2009-2014; US $375 million). In partnership with PSI. LTL provides capacity building services as well as conflict management, stakeholder communication, and democracy & governance advisory services to support AFRICOM and US peacekeeping operations • Evaluation Services (2009-2014; US $125 million). In partnership with ME&A. LTL Strategies: provides evaluation services in Democracy & Governance, Economic Growth & Competitiveness, Conflict Management, Education, and Public Health.  LTL Strategies also specializes, on this IQC, in evaluations involving Sub-Saharan Africa and the Caribbean. • USAID/Senegal Blanket Purchase Agreement (2009-2014; US $2 million). In partnership with DevTech. LTL Strategies, as a sub-contractor ,provides local expertise to perform services in areas of education, health, economic growth, democracy and governance, and analytical studies.

  20. US Government Contracts • Support for Accelerated Growth and Increased Competitiveness (USAID/Senegal, 2005-2010, US$95 million). As part of the International Resources Group (IRG) Consortium, LTL Strategies provides policy reform, public-private partnership, communications and business development services for this five-year program designed to improve Senegal’s business environment. • Analysis and Studies (USAID/Washington, 2007-2012, US $3.5 million). LTL Strategies provides to USAID ’s front office (Chief Operating Officer) policy analysis, strategic planning, and advisory services on humanitarian aid and national security. • General Management Plan and Environmental Impact Statement (National Park Services, 2007-2009). LTL Strategies assistedNPS in developing a Civic Engagement Plan for the New York-based African Burial Ground National Monument. • Evaluation of the Initiative to End Hunger in Africa (IEHA) (USAID/Washington, 2006-2007). As the prime contractor, LTL Strategies provided a comprehensive mid-term evaluation of this large inter-agency US Government initiative. IEHA is a US$200 million program covering 11 countries in Africa.

  21. US Government Contracts (continued) • Evaluation of International Donor Assistance to the Justice System in Haiti (USAID/Haiti, 2008 - 2009). Evaluation of the planned and unplanned impact of international donor assistance to the justice sector. Review and analysis of the justice sector activities funded and implemented by USAID and its partners, including MINUSTAH, UNDP, EU, Canadian Cooperation, and Organisation de la Francophonie. Identified and analyzed justice system strategies implemented by international donor agencies between 2004 and 2008, assessed the accomplishments and impact of international donor activities in the justice sector, and highlighted the lessons learned especially during those periods of heightened political crisis. • Enterprise Development and Agriculture Policy Assessment for Nigeria (USAID/Nigeria, 2009 – 2010). LTL Strategies is currently conducting an assessment of the state of agricultural enterprise development and agricultural policy in Nigeria to inform USAID and the Nigerian government on how to best reinforce the agricultural sector. The assessment’s objective is to address some of the most significant policy issues that negatively impact agro-enterprises and their development and to propose ways to mitigate the problem.
