Background / Context Lyon : 450 000 inhabitants / 9 districts (each having its own council and mayor) Borough of Lyon 7 : 70 000 inhabitants Number of companies : 5 000 Number of employees : 40 000 Number of small-sized companies (less than 20 employees) : 3 000 Number of employees of the small-sized companies : 8 000 1st semester 2007 : feasibility study towards 30 small businesses November 2007 : Launching of the workplace mobility plan Target Aim of the Business Development Association of Lyon 7 : to promote, to highlight andto develop the business activity of Lyon 7.   3. What are the stakes ? Main objectives : - To manage and to change the travel patterns of the persons travelling to and from their company / business - To promote the different ways to get to the company so that people are aware of the alternatives that are available : metro, tramway, bus, bike, carsharing, carpooling, etc. - To reduce CO2 emissions in urban areas - To create a Car Pooling Scheme, in order to match regular travellers so that they can travel together - To enhance the access to the borough and thus to the different businesses - To reduce the public transport expenses of the employees - To reduce road accidents - To encourage the population to use public transports (and alternatives) as often as possible Business Development Association of Lyon 7 – May 2009

Explanation of theWorkplace Mobility Plan Who is concerned ? - The shopkeepers - The tradesmen - The professions - Small-sized companies (less than 20 employees)  Gives these companies and professions access to mobility advantages that they usually cannot have  Improves the travel awareness of the population through a Workplace Mobility Plan that directly affects them Business Development Association of Lyon 7 – May 2009

Explanation of theWorkplace Mobility Plan • What do we offer ? • Monthly ticket discount (-50%) to site users (based on a partnership with the Public Transport operator) : • Price of the monthly ticket : 46,20 € • Participation of the Public Transport operator : 4 € •  Cost for the employee : 21,10 € per month •  Cost for the employer : 21,10 € per employee per month Business Development Association of Lyon 7 – May 2009

Explanation of theWorkplace Mobility Plan • What do we offer ? • Management of the whole system • Easy to use for the company / business / employees • Management of subscriptions and cancellations • Link with the Public Transport operator • Promotion and communication of the Workplace Mobility Plan • Campaigns and promotions : participation to a "bike to work" challenge to encourage people to try cycling Business Development Association of Lyon 7 – May 2009

Explanation of theWorkplace Mobility Plan What do we offer ? - Information about all the alternative transports available (“marketing of sustainable modes”) : Public transports : bus, tramway, metro Velo’V : pick-up and drop-off bikes service Autolib’ : carsharing service Velogik : bikes provided to companies for professional travels Les Coursiers Verts, BeCycle : delivery service by cycles (goods transport) Train network : mainly regional trains Car Pooling : website available soon (September 2009) Business Development Association of Lyon 7 – May 2009

Information / Communication / Awareness • 200 shopkeepers or tradesmen personally met and informed about the Workplace Mobility Plan • More than 300 small-sized companies have been contacted and informed • Information of some bigger companies : phone, meetings • Creation of a presentation leaflet • - Meetings with other Business Development Associations to explain and spread our experience • - Participation to different awards (regional and national) • Articles about sustainable transports in our magazine (39 000 copies) and city guide (30 000 copies) • Information on our website : more than 10 000 visitors per month • - Press : more than 20 articles in 2008 (newspapers, TV, internet) Business Development Association of Lyon 7 – May 2009

Results 126 employees are involved in our Workplace Mobility Plan : - 53 % were frequent users of public transports, - 22% were occasional users of public transports (single tickets), - 16% were using their car to travel from home to their workplace, - 9 % were using an alternative means of transport (mainly cycling or walking) 47% employeesgained the loyalty of public transports  We are encouraging voluntary behaviour changes through awareness raising, promotion of alternatives to the car, and information provision. Conclusion - 1st association to develop a workplace mobility plan for networks in France - Create awareness is the key point - Combination of different MM measures is essential : not only one single measure but a bundle of measures - Difficulties regarding the french law : now compulsory for employers to pay 50% of theiremployees’ public transports expenses - City-Wide Workplace Mobility Plan: not conceivable because it highly depends on companies typology Business Development Association of Lyon 7 – May 2009
