Flynn & Associates can help SF LAFCO address critical electricity issues • Extensive experience providing strategic advice to senior management and policy makers • Barry Flynn has been a consultant for over 15 years (6 years for CCSF). Previous experience includes 10 years as director of a municipal electric utility, 8 years as transmission planner, 3 years as president of a renewable resources development firm • Doug Boccignone has been a consultant for over 8 years. Previous experience includes 3 years in municipal resources planning, and four years in energy origination • Experience in developing public power joint action agencies Flynn & Associates

Specific Flynn & Associates’ Experience • Represent Bay Area Public Power entities on critical locational marginal pricing issues • Represent CCSF in Bay Area transmission alternatives evaluation • Permitting under way for new 230 kV line to San Francisco by 2005 • 2800 MW Bay Area transmission upgrade study • Represent CCSF as a member of ISO Planning Standards Committee • Developed Bay Area generation outage standard that resulted in additional transmission into Bay Area • Participated in ISO Stakeholder process and assisted CCSF legal counsel to reduce Bay Area transmission access costs Flynn & Associates

Specific Flynn & Associates’ Experience • Represented CCSF in CPUC December 8, 1998 outage investigation • Resulted in improved outage restoration procedures • Special Protection Scheme to limit the amount of San Francisco load dropped and speed restoration following catastrophic events • Advised CCSF regarding Potrero 7 power plant interconnection, reliability and other transmission and supply issues • Represented CCSF in annual PG&E grid planning efforts • Advised CCSF on existing Hetch Hetchy/PG&E transmission agreement Flynn & Associates
