Sarva Shiksha Abhiyan: • Sarva Shiksha Abhiyan is a flagship • programme of the Government of India • implemented in a mission mode for • achieving universalisation of Elementary • Education. • SSA is being implemented in A.P. since • 2001-02 • Rajiv Vidya Mission is the implementing • agency in A.P.

  3. Innovations in Implementation: • SSA activities implemented through • structured interventions (21) for • providing Access, Enrolment , retention • & quality education • Scope for innovations provided • Several Innovations / Best practices • taken-up over the years.

  4. School Adoption Programme • Donations are being received by various District Collectors from Donors for taking up development activities in Government Schools since many years. • These donations are in the nature of cash and kind (providing infrastructure like additional classrooms, toilets & other basic amenities, teaching learning material etc.) • In order to give a thrust to these donations and to streamline the system of accounting these funds, the Government of Andhra Pradesh has formulated a "School Adoption" schemecalled as"Vidyanidhi".   5. …School Adoption • Vidyanidhi (School Adoption) scheme was launched on 14th November, 2004 vide G.O.Ms.No.162 to encourage adoption of Government Schools by individual/ corporate/ NRI donors. • The scheme envisages naming of a Government Primary, Upper Primary or a High School after the choice of the donors. • A primary School building will be named after donor on donation of Rs. 5.00lakhs.   6. …School Adoption • An upper primary School will be named after donor on donation Rs.7.5 lakhs. • A High School will be named after donor on donation of Rs.10.00 lakhs. • Donations below Rs.5.00 lakhs will also be received. This donation will be utilised for construction of additional class rooms, compound walls, repairs and for other facilities in the school, as suggested by the donor. Contd…

  7. ..school adoption • Donations are received at the State Project Office, Sarva Shiksha Abhiyan as well as by District Collectors. • An amount of Rs.4,85,62,547 has been received in cash contribution and donations in kind valued at Rs.14,37,56,668 has been received in the districts as donations since inception of the Vidyanidhi Scheme. • A "School Adoption Cell" was set up at the State level to oversee and monitor the donations received under the Vidyanidhi Scheme.

Academic Monitoring Committees: • School Management Committees have become • defunct. • Academic Monitoring Committees (AMCs) • constituted in all school consisting of parents • and Sarpanch as Chairperson. • AMC meets every month in the presence of • teachers to review children’s performance, • teachers /student attendance unitization of • grants and implementation of Mid-day-meal • scheme. • Very successful in mobilizing community • support

Public Private partnership in Infrastructure Development • Infrastructure development taken-up in • Government Schools in Hyderabad through • Public Private partnership model. • CSRs/ CSOs like Naandi Foundation, Lions • club, Rotary club etc are taking-up • construction of school buildings and basic • amenities with 20% contribution. • Quality and Child friendly facilities are • being provided.

Migration Mapping: • Comprehensive enumeration and mapping of Migrant • children conducted • Across the State during May-July, 2010 • Conducted in partnership with Aide-et-Action (I-NGO) • First of its kind in the country • 155839 migrant children identified out of which 59304are • found to be out of school • 313Worksite schools at destination & 66 Seasonal hostels started at source point so far. • Interstate Monitoring Committee (A.P. Tamilnadu, • Karnataka, Kerala & Orissa) on Migrant children formed for • exchange of information / follow-up TLM, Text books etc.

Rainbow Schools for Out of School Children in Hyderabad Criteria for selection of Children for Admission into Rainbow Homes • Without parents • Living on streets without adult care • Living with single parent but in abusive condition • Living with mother on streets or in sex work • Living with both parents on the streets but abusive environment • Involved in begging, in rag picking etc • HIV/AIDS affected children • Children from families of farmers, weavers where deaths occurred due to suicides & hunger

  13. The Results • 17 Rainbow schools were started in Hyderabad from 2009 with an intake of 1600 Children. • 745 Children mainstreamed into the schools after special training. • Good convergence established between the Government School teachers and the NGO’s staff.

  14. The Way Forward • A comprehensive survey is underway in GHMC area in partnership with NGOs for identification and rehabilitation of urban deprived children. • Establishing more Homes during 2011-12. • Starting similar centers in other cities like Visakhapatnam, Vijayawada etc. • Enrolling the Girl Children who completed Special Training in nearby KGBV & Boys into other Residential Schools.

  15. Other Initiatives Contact Persons • 5 Contact persons at vantage locations such as Parks,Railway Stations & Bus Stations are appointed for rescuing children in distress. Help Desks • 5 Help Desks are established at major Railway Stations, Bus stations for rescue and rehabilitation in convergence with Railway Protection Force (RPF) and controllers of APSRTC.

  16. Child Helpline & Rescue Vehicle • A Round the clock Toll free Child Helpline (1098) linked with police control room responds to calls of children in distress and a Rescue Vehicle picks up the children and rehabilitates them into Transit Homes.

  17. Contd.. Enforcement Teams: • Two Enforcement teams are constituted with representatives of labor department, police and NGOs for rescuing child labor and rehabilitate them in Transit Homes.

Contd.. • Transit Homes: • Four Transit Homes are established in the different places of city with a capacity of 50 children each for counselling & Rehabilitation/ Repatriation. • Residential School for Urban Deprived Children: • One Residential School with a capacity of 100 children opened at Chandanagar, Hyderabad for migrant Children.

  19. RTE Toll Free No : 1800 425 3525 • Grievance redressal mechanism for RTE. • Complaints / Suggestions forwarded to DEOs & P.Os for further action. • About 1200 calls received so far (Nov. 2010- July.2011)

  20. Education Fortnight • Conducted from 13th to 25th June, 2011and extended upto 10th, July 2011. • Main objective is 100% enrolment of all school age children 100% transition to next higher class. • No. of 5+ children enrolled: 11,90,972 (97%) • 1,45,433 Out of school children identified and are being enrolled in age appropriate class & imparted special training. • No. of 5th Class children transited into 6th Class:13,23,986 (98%) • No. of 7th Class children transited into 8th Class:11,54,225 (99%)

  21. Vocational Skill Training • Vocational Skills programme is being implemented in convergence with NIFT, Mahila Pranganam, DRDA, Jana Shikshan Samsthan and other NGOs. • 1718 Vocational Volunteers from 14 districts have been trained in National Institute of Fashion Technology, Hyderabad in 4 Crafts like Paper Craft, Yarn Craft, Fashion Designing and Home Furnishing, • Vocational Education has been imparted by the volunteers to 16,54,020 girls studying in VI to VIII classes in Model Cluster Schools and attached schools.

  22. Constitution of Mobile English Teams • The Govt. of Andhra Pradesh introduced English from Class I from the academic year 2011 – 12 for students of non- English medium schools. • The objective behind this is to impart English in Govt. Telugu Medium Schools and also to retain children in the Government schools

GOAP has taken a decision to constitute Mobile English Teams district-wise in the State with teachers trained at RIESI Bangalore to provide adequate support to teachers at school point (on job support). • It is also planned to provide support to these teachers at school complex level where about 25 – 30 teachers attend the orientation especially on Sundays and other holidays.

  24. Other Innovations • Establishing Class Room Libraries: A programme to develop reading habits among children and make them independent readers. Weeklong Library Festivals have been organized in all habitations for collection of books from community and establish classroom libraries.

  25. Wall Magazine • An initiative for the development of literary skills in school children. Children write stories, poems and collect new items from various sources and display in classrooms. The items on the wall magazine are being used as library reference.

  26. School Post Box • A programme where children express their feeling / complaints / suggestions etc., children issues are being addressed at school level. The post box are opened once in a week, i.e., Saturday and letters are being read in presence of all children & teachers by Information Committee.

  27. Children’s dairy • Children are encouraged to write a page every day on their own expressing their experiences, incidents, feelings and ideas. This develops thinking and expression skills among children. Schools mobilized community and other organization for printing and providing dairies to children.
