The mission of the Grants Management Branch is to enhance and improve overall customer service to our subgrantees while ensuring all grant expenditures are in compliance with state and federal requirements. Our goal is to successfully assist all California Emergency Management Agency (Cal EMA) subgrantees with their day-to-day grant management activities. Grants Management Branch Mission

The Homeland Security Grant Section (HSGS) is responsible for the overall grant management of California's State Homeland Security Grant Program (SHSGP), Urban Areas Security Initiative (UASI), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP). The HSGS conducts workshops throughout the state on grants management and grant application activities.  The HSGS is also responsible for the annual Investment Justification Planning Workshop and coordinating the development and submission of California's applications for various homeland security grant funds.   12. Background: Each Nonprofit must apply through their State Administrative Agency (SAA) for up to a $75,000 award. The California Emergency Management Agency (Cal EMA) is the SAA for the NSGP grant. Grant program is designed to promote coordination and collaboration of emergency preparedness activities between public and private community representatives, state and local government agencies, and Citizen Corps Councils. Eligible Applicants: Nonprofit organizations that are at high-risk of terrorist attack and located within one of the eligible Urban Areas nationwide. Criteria for determining eligible applicants who are at high-risk of terrorist attack includes, but is not limited to: Identification and substantiation (e.g. police reports or insurance claims) of prior threats or attacks (within or outside the U.S.) by a terrorist organization, network, or cell against the nonprofit organization Symbolic value of the site(s) as a highly recognized national or historical institution that renders the site a possible target of terrorism UASI Non-Profit Security Grant (NSGP)

Background: The RCPGP is intended to enhance regional catastrophic preparedness and continuity of operations efforts, with the aim of strengthening the Nation against risks associated with catastrophic events. Eligible Applicants: Nationally - Eligible applicants for the RCPGP include the 11 pre-designated high-risk, high-consequence urban areas within the 10 RCPGP sites.  California - In California, the Los Angeles Urban Area and Bay Area Urban Area are eligible to apply.   16. Background: The PSIC grant program is a one-time formula based, matching grant program intended to enhance interoperable communications with respect to voice, data and/or video signals. The match required was a 20% cost share that could be met through cash match or in-kind donation of equipment or services. The PSIC provides public safety agencies with the opportunity to achieve meaningful and measureable improvements to the state of public safety communications interoperability through the full and efficient use of all telecommunications resources. Eligible Applicants: The Governor of each state and territory has designated a State Administrative Agency (SAA) which can apply for and administer the funds under the PSIC grant program.  The SAA is responsible for obligating PSIC funds to eligible pass-through recipients, which is statutorily defined as a public safety agency that is a State, local, or tribal government entity or nongovernmental organization authorized by such entity, whose sole or principal purpose is to protect safety of life, health, or property. Background: The IECGP grant program provides funding to improve local, tribal, regional, statewide, and national interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters. The IECGP funding is provided to states, territories, local and tribal governments to support achievement of the goals, objectives, and/or initiatives of the Statewide Communication Interoperability Plans and to ensure achievement of the goals and milestones of the National Emergency Communications Plan. Eligible Applicants: The Governor of each State and territory has designated a State Administrative Agency (SAA), which can apply for and administer the funds under IECGP. The SAA is the only agency eligible to apply for IECGP funds. In California, IECGP funds are awarded to eligible Urban Areas in each of the four California Statewide Interoperability Executive Committee (CALSIEC) Planning Areas; Northern, Central, Capital/Bay, and Southern. Where a Planning Area does not have an eligible Urban Area, subgrantees will consist of any Operational Area or tribe selected by the Planning Area committee. Background: The BZPP provides funding to states to secure critical infrastructure including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high consequence facilities. The State Administrative Agency (SAA) is the only entity eligible formally to apply for BZPP funds. Eligible Applicants: Specific BZPP sites within 45 states have been selected based on their level of risk and criticality. Each state with a BZPP site is eligible to submit applications for its local communities to participate in and receive funding under the program. Buffer Zone Protection Program (BZPP)

Background: This one-year program provides funds to support the implementation of a Regional Buffer Zone Plan in a region and outside the perimeters of identified chemical sector critical infrastructure/key resource sites. Eligible Applicants: Specific BZPP sites within 51 States and territories have been selected based on their level of risk and criticality. Each State with a BZPP site is eligible to submit applications for its local communities to participate in and receive funding under the FY 2006 BZPP. BZPP funding allocated to any given State or territory is a function of the number, type, and character of the pre-identified sites within that State or territory. ChemBZPP funding is specifically focused on enhancing the protection of those Critical Infrastructure/Key Resources that, if attacked, could cause WMD-like effects – e.g., chemical storage and manufacturing facilities, refineries, etc. Chemical Buffer Zone Protection Program (ChemBZPP)

Background: The purpose of the BIDP is to explore innovative and effective models of interoperable emergency communications systems and approaches that improve emergency communications along and across the U.S. border; and that can be shared with and adapted to other U.S. border communities. Eligible Applicants: Any local and tribal governments and emergency response providers operating within a county or other jurisdiction contiguous to an international border with Canada or Mexico are eligible to apply for this grant. Background: The United States Department of Homeland Security Domestic Nuclear Detection Office established the FY 10 West Coast Maritime Pilot to develop and assess preventive radiological/nuclear detection capability to address the risk of such materials entering our Nation's waterways on small vessels Eligible Applicants: The state is the only eligible applicant. The Department of Homeland Security has chosen City of San Diego and the California Department of Fish and Game to participate in the pilot program. West Coast Maritime Pilot (WCMP)

Background: Operation Stonegarden Grant Program provides funding to designated localities to enhance cooperation between federal, state, local and tribal law enforcement agencies in a joint mission to secure the US borders along routes of ingress from international borders, including states bordering Mexico and Canada, as well as territories near international borders. Eligible Applicants: Local units of government at the county level and federally-recognized tribal governments in the states bordering Canada(including Alaska), southern states bordering Mexico, and  states and territories with international water borders.   Operation Stonegarden Grant Program (OPSG)

Background: As a result of voter-approved Proposition 1B in November 2006 (“Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act”), the California Ports and Maritime Security Grant Program was created. The purpose of the program is to provide funding to enhance security amongst the eleven publically-owned ports throughout California.   33. Background: On October 18, 2004 , the President signed the Department of Homeland Security (DHS) Appropriations Act of 2005. The Transit Security Grants were first created under the Act to provide funds to surface transportation owners and operators for projects designed to protect the traveling public from threats such as terrorist acts or natural disasters. Under the program, the California Emergency Management Agency’s Transit Security Grant Section manages DHS’s Infrastructure Protection Program, Transit Security Grant Program awards for fiscal years 2005 through 2008. Grant activities are coordinated through four Regional Transit Security Working Groups (RTSWG): RTSWG 1 – Los Angeles Area RTSWG 2 – San Francisco Bay Area RTSWG 3 – Sacramento Area RTSWG 4 – San Diego Area Eligible Recipients: Under the program, seventeen California transit agencies have been awarded grants totaling $112,339,603. Recipients include intracity bus, commuter bus, ferries and passenger rail systems. Eligibility is based on a number of factors such as ridership or vulnerability of key assets with local and region wide significance. Transit Security Grant Section(TSGS)

California Transit Security Grant Program Intercity Passenger Rail/Commuter Rail Systems(CTSGP-IPCR) Background: The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, approved by the voters as Proposition 1B at the November 07, 2006 general election, authorizes the issuance of nineteen billion nine hundred twenty five million dollars ($19,925,000,000) in general obligation bonds for specified purposes, including grants for transit system safety, security and disaster response projects. Eligible Applicants: The eligible recipients for these funds are set forth in Section 14035 and the commuter rail systems operated by the entities specified in Section 14072 and in Section 99314.1 of the Public Utilities Code. Funding for California: 15%- $15,000,000 awarded annually pending bond sales.

California Transit Security Grant Program Regional Public Waterborne Transit(CTSGP-RPWT) Background: The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, approved by the voters as Proposition 1B at the November 07, 2006 general election, authorizes the issuance of nineteen billion nine hundred twenty five million dollars ($19,925,000,000) in general obligation bonds for specified purposes, including grants for transit system safety, security and disaster response projects. Eligible Applicants: Pursuant to section 66540.8 set forth in SB 976 the Water Emergency Transit Authority (WETA) shall have the power to apply for, receive and expend funds for public transportation ferries and related facilities and services, and emergency water transportation for disaster recovery within the bay area region. WETA shall be entitled to receive and shall be disbursed funds under subdivision (b) of Section 8879.57 that would have been allocated to any other waterborne transit agency that, as of the effective date of that section would not be or have been eligible to receive State Transit Assistance Funds but for the effect of this act. WETA may further allocate funds received from Cal EMA pursuant to this program to other public entities for eligible capital expenditures as outlined below. Funding for California: 25% - $25,000,000 awarded annually pending bond sales.

California Transit Security Grant Program California Transit Assistance Fund(CTSGP-CTAF) Background: The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, approved by the voters as Proposition 1B at the November 07, 2006 general election, authorizes the issuance of nineteen billion nine hundred twenty five million dollars ($19,925,000,000) in general obligation bonds for specified purposes, including grants for transit system safety, security and disaster response projects. Eligible Recipients: The Controller shall provide a list of eligible agencies and transit operators, including the amount of funds each is eligible to receive from the account pursuant to subdivision. The amount of funds will be proportional to the share received from the allocation of State Transit Assistance Funds, pursuant to Sections 99313 and 99314 of the Public Utilities Code, over fiscal years 2004-05, 2005-06, and 2006-07. All amounts will be reduced for administrative costs and loan interest until the loan is repaid. Funding for California: 60% - $60,000,000 awarded annually pending bond sales.

Both grants are offered on a yearly basis. The Emergency Management Grants Section is responsible for coordinating the development of the applications and the local guidance documents for each of the grant programs. Application workshops are held for the grant recipients. Program staff provide guidance and technical assistance to grant recipients, agency staff and other interested parties as needed.   41. Background: The Emergency Management Performance Grant has been in existence for decades. The purpose of this grant is to ensure state, local and tribal governmental entities maintain a comprehensive emergency management program compatible with the federal government. It encourages the maintenance and improvement of mitigation, preparedness, response and recovery capabilities for all hazards through planning, training and exercise activities. The purpose of the grant is to construct or renovate a state, local or tribal jurisdiction’s principal emergency operations center. This grant is a nationwide, competitive grant.
