Local Area Development PlansFocus and Purpose • Strategic Planning: • Serves as blueprints for local behavioral health service system design and enhancement • Target strengths and weaknesses in the local system • Identify service gaps • Develop action plans to support improved service delivery, consumer outreach, and coordination of existing services and systems

  3. 6 Quality Goals • Service Capacity • Improved care linkages/collaborative planning • Preferred Practices and Quality Outcomes • Focus on Barriers to Recovery • Needs of children receiving Care Coordination • Improved Behavioral Health Care for children and families served by the Child Welfare System

  4. LADP Process • Eight System Managers deployed to15 assigned DCF Local Areas • 668 meetings including focus groups across the state in the initial six months • LADP workgroups provided input and support regarding the establishment of objectives and action steps across six quality goals

LADP Process, cont’d • Preliminary plans submitted to the departments on June 30, 2006 • 15 final plans resubmitted and approved by the departments by November 25, 2006 • System Managers now responsible for implementing action steps identified within their respective LADPs • Efforts are overseen by DCF Local Area Advisory Councils

LADP OutcomesWhat did we learn? • Significant variation exists across areas relative to services, systems, and protocols • Limited coordination between systems • Limited integration of resources, knowledge and strategies across advisory groups • Limited access to care (all types) • Limited means to assure accountability and quality across services and systems

  7. LADP Outcomes, cont’d • Community commitment for continued change/reform • Determination to expand community-based services, while strengthening local service system development • Solid working knowledge of community needs and strategic planning activities

  8. LADP Highlights • All 15 Plans identified the need for Improved Access to Behavioral Health Services and Supports • Needed Services Include: • Clinical services, respite, therapeutic support, and basic needs

  9. LADP Highlights 13 Plans identified the need to focus on training and education to increase knowledge of services, processes, and outcomes related to: • Available behavioral health services • Specialized services (e.g, PDD, eating disorders, and fire settings) • Cultural Competency • System of Care Principles • Wrap Around Philosophy/Strategies • Increased parental involvement and participation across the system

LADP Highlights cont’d 14 plans identified the need to enhance their local community collaboratives by: • Enhancing community education/outreach efforts • Increasing family and system representative participation • Increasing membership and refining governance structure • Increasing Level III Care Coordination program capacity

Other Identified Objectives Outreach to Foster Families Tracking youth involved in the Juvenile Justice System Development of Community Resource Directories Enhancing Communication with Representatives of DMPHAS, DMR, DPH and other agencies Researching and providing opportunities for providers to assess cultural competence as it relates to their agencies/services

Local resource Guides/Community Resource Fairs Baseline data on service needs and delayed access to care Outreach to traditional/non-traditional providers to increase service network Contact/engagement with local schools, churches, courts to increase participation in the Collaboratives and Managed Service Systems Communication with Departments on critical issues (ie, transportation, voluntary services) Communication with Departments on preferred practices Coordination of training opportunities for providers and families on identified topics related to linkage and coordination of care Coordination for training opportunities relative for providers to specific clinical and related topics
