Who Can be Served • Historical boundaries • To continue or not to continue, that is the question • Really just need to be able to “do the right thing” • Community Services Areas (CSA) • Set aside an extraterritorial services area • Don’t fear the idea, let the folks who can do it – do it • Special/Emergency Needs • Must remain flexible

  3. Annexation for Service • No Requirement • No strings attached, just pay your bill • Require it immediately • String attached • Revenue sharing agreements • Contract for future • Get it today, but in the future you won’t oppose annexation

  4. What Services Can be Provided? • Utilities • Dispatch • Public Safety • Animal Control • Economic Development

  5. Mechanisms • CSA • JPA • MOU • Contract • Just Cause

  6. Proposition 218 & Extra‑Territorial Services • Extra-territorial services are subject to Proposition 218 • Utility provider’s responsibility • Charging more for out of extra‑territorial customers • Allowed to cover costs supported by revenues other than rates
