DfT White Paper launched January 2011 • Policy paper only – no new legislation planned • Focus on carbon and economic growth • Simplifies transport funding for 2011/12 to 2014/15, from 26 funding streams down to 4: • Major Schemes Programme (over £5 million) • Local Highways Maintenance • Integrated Transport Block Capital Funding • Local Sustainable Transport Fund

  3. LSTF • £560 million over 4 years • £350 million, £210 million capital Aims: “….to address urgent challenges at local level of climate change, delivering cleaner environments, improved safety and increased levels of physical activity.”

  4. Eligibility • All local transport authorities outside London (counties and unitaries) • Joint bids accepted, authorities can also submit individual bids even if part of a joint effort • not designed to support major infrastructure or service enhancements in relation to inter-urban journeys. • Local circumstances and the needs of local communities should drive the solutions that come forward to the Fund. • “Packages could be comprised of a range of combinations of measures of different scales, including measures that promote walking and cycling, encourage modal shift, manage demands on the network, secure better traffic management and improve access and mobility for people in local communities.”

  5. Bidding Guidance • Is on DfT website • Gives several bidding windows for authorities • makes specific reference to physical activity and health benefits as an area which will be received favourably …..but timescales are quite tight!

  6. So far….. • LSTF Workshop for SE authorities held on 10 Feb in London • All 19 SE local transport authorities attended • CTC and Sustrans also present • Wide range of potential bids discussed with DfT

  7. What We Know • Think about economy AND carbon • Novel ideas welcome, but tried and tested ‘quick wins’ more likely to find favour • This is not about recycling old failed bids or propping up failing bus services! • about packages of complementary measures. Shopping lists are actively discouraged • Revenue funding likely to be very popular – but experience shows for cycle demonstrator towns that it was difficult to spend • £560 million among 115 authorities means that there will be very few large bids - expect that most will be under £5 million …but Ministers are very keen that the majority of authorities who submit a bid will be successful in some way

  8. Getting Involved • Some authorities have already approached partners, or workshops are being held for larger bids • Most authorities will be submitting localised bids – contact your local authority transport team or ask for details of who is writing a particular bid • First round small bids are due in by 18 April, so be quick!
