    5. CIHR Report (June 2003) The Future of Public Health in Canada: Developing a Public Health System for the 21st Century Examined structure of Canadas public health system(s). Advised how public health system could be better structured & resourced. Identified 9 key infrastructure elements for effective, modern, comprehensive public health system. Four members of the Ad Hoc Committee the Future of Public Health in Canada were from British Columbia. Dr. P. Kendall, PHO, Government of BC Dr. T. Hancock Public Health Consultant, BC Ministry of Health Dr. J. Millar, formerly VP Research & Population Health, CIHI, and currently Exec Director, Population Health Surveillance & Disease Control Planning, PHSA Dr. I Rootman, Professor & Distinguished Scholar, Michael Smith Foundation for Health Research, University of Victoria. Key Public Health System Infrastructure Elements Clearly defined essential functions Defined roles/responsibilities at each level (national, provincial/territorial, regional/local) Consistent, modern legislation Appropriate delivery structures Appropriate funding levels Appropriate numbers of well-trained staff Information systems to support assessment and surveillance Access to expertise and support Accountability mechanisms at each level of the system
