  5. Biennial Registrations • 1 or 2 Year Option for Eligible Registrations • Fewer customers visiting offices • More efficient use of resources • Expiration date is 2 years in the future

  6. Electronic Temporary Registration (ETR)

  7. Electronic Temporary Registration (ETR) • Implemented 7/1/08 • Exemptions – trailers less than 2,000 lbs. and when system is offline. • Offline process and trailers less than 2,000 lbs. are issued pre-printed plates.

  8. Electronic Temporary Registration (ETR) • Motorcycle sized plate is available. • Plate is displayed same as metal plate.

  10. New Decal Solution • Changing from a thermal based system to a laser printed system. • More cost effective by reducing the need for multiple printers. Unit cost is less. • Registration portion is larger, which enables the department to print more information.

  11. New Decal Solution (cont.) • Statewide implementation will be completed by December 2008. • Old style decals will be in circulation until sometime in early 2011 (due to biennial registrations).

Licensing Requirements • Bureau of Field Operations (BFO) licenses manufacturers, importers, distributors, and dealers of vehicles and motorcycles. • BFO verifies that the manufacturer and Vehicle Identification Number (VIN) are registered with the National Highway Traffic Safety Administration (NHTSA) and that the vehicle meets the Federal Motor Vehicles Safety Standards (FMVSS).

  14. Licensing Requirements (cont.) • BFO e-mails the details of the manufacturer and VIN to the National Crime Investigation Center (NCIC) for a line-make to be assigned. The line-make assigned by NCIC consists of four letters. For example: “Shanghai Jmstar Motorcycles Co, Ltd.,” is a manufacturer with WMI “LJ4” and has a NCIC assigned line-make “JMST”.

Licensing Requirements (cont.) • The Manufacturer’s Certificate of Origin is submitted and approved by BFO. • A licensed manufacturer, distributor or importer can wholesale motorcycles only through licensed franchise dealers. • Florida Statutes prohibit a manufacturer, distributor or importer from retailing and wholesaling at the same time.

Licensing Requirements (cont.) • A motorcycle with a displacement of 50cc and less is considered a motor scooter. • A licensed manufacturer, distributor or importer can retail or wholesale motor scooters to anyone provided they have been approved for the line-makes and are shown on the approved motor scooter list on the Department’s Intranet.

Licensing Issues • Licensed manufacturers, importers and distributors supplying motorcycles to dealers before the notice to establish the dealer has been published in the Florida Administrative Weekly. • Licensed manufacturers, importers and distributors supplying motorcycles to dealers after the final order but before the licensing requirements are met.

  18. Licensing Issues • Dealers selling line-makes purchased from an unlicensed manufacturers, importers or distributors. • Incorrect issuance of MCO’s by the licensed manufacturers, importers or distributors. Incorrect MCO’s lead to delays in the process to title and register.
