  2. Stepwise procedure to develop Standards methods to support ecological status assessment defined in the WFD

Step 1: Identification and proposal of the standard(s) to be developed • CIS working groupsput forward proposals (WG A ECOSTAT, WG C on Groundwater, future WG E on Priority Substances or the Expert group on Chemical Monitoring) • The proposals should outline the method, defining its scope, expected content and main information sources • Time should be allowed for the WG members to provide written comments on the proposals, that should be presented and approved in a regular WG meeting

Workshop objectives To develop a WFD relevant list of standards to be voted by the WFD Committee in the last meeting in 2006 • To identify existing CEN standards for potential inclusion into Annex V of the WFD and produce a list of recommendations • To review the list of CEN standards in progress and recommend those suitable for future inclusion in Annex V of the WFD • To review work items proposed by CEN for future standardisation and prioritise these on the basis of importance for the WFD • To consider other methods/ priority areas for future standardisation activities as suggested by experts at the workshop

  6. Workshop Output • An agreed list of standards for removal from Annex V • An agreed list of standards recommended for inclusion in Annex V of the WFD • An agreed list of standards for possible future inclusion in Article V of the WFD • A list of potential new work items

Information on the harmonisation and standardization needs Please, provide a list of quality elements/ parameters, and methods (with references) where there is a common opinion at the GIG that those are promising methods for further harmonization and possible standardization in the future. Please group these in the following four categories: • Existing standards not included in the current Annex V Section 1.3.6. • Standards currently under development or under revision by CEN TC 230 • Methods identified as relevant for which standardisation process could be initiated. • Methods identified as relevant/ promising for which pre- and co-normative research is still needed: • Potential other research and development needs concerning harmonisation/ intercalibration of ecological assessment and classification methods of surface waters:

Milestone report:General recommendations Lake GIGs • Alpine: develop CEN std for sampling and analysing only, not for final assessment/ classification (with boundary values included); methods should be simple and cost-effective; allow for a proper classification with national assessment systems • Mediterranean: No existing CEN standards apply to the GIG IC exercise. Use guidance on sampling (EN 25667-1,-2,-3)APHA, AWWA, WPCF “Standards Methods for the Examination of Water” for chl-a - Jeffrey-Humphrey method • Northern: No existing CEN standards apply. ISO for chl-a but allow use of different extraction solvents. The methods used in the NGIG countries should be compared River GIGs • Alpine: No Standards on classification

Way forward • On the basis of this background information and the discussions at the ECOSTAT, the Harmonisation Group leaders will prepare a draft proposal for the WFD Committee (end of March) • After consultation by national relevant experts, Institutes, through the ECOSTAT will be presented to the WFD Committee in 2 May • Further refinement of the document can be expected after the interaction with SCG, Committee and CEN meeting in June • The document in May should be the basis for initial discussions on the mandate between DG ENV, DG ENTR and CEN

  18. Proposal document • Should include the scope of the standards to be developed (or that are under development in CEN) that you propose to be part of Annex V of WFD • The CEN draft standards under development and the technical working documents provided by will be made available through the WFD CIRCA • Access restricted to ECOSTAT nominated members and the GIG coordinators
