Overview • Pathfinder programme running for 2 years • Making a positive difference to lives of children, young people and families • Growing body of learning in relation to different approaches • Reforms require large amounts of time, energy and determination • Champions in every region – provide information, advice & support to all non-pathfinder areas

A summary of the reforms A new 0-25 co-ordinated assessment process and Education, Health and Care Plan The option of a personal budget for all families with children with an EHC Plan Local authorities and other services setting out a local offer of all services available A new duty on health to provide services detailed in EHC plans

  5. Our Role • Facilitation and coordination – Action Learning Network events, Code of Practice feedback, workshops, Self Evaluation Tool • Sharing learning – information packs, dissemination events, newsletters & bulletins, SEND pathfinder website, principles of emerging practice • Policy updates / key messages from the departments • National reporting of pathfinder progress to DfE • 1-1 support to Pathfinders (customer journey mapping, peer reviewing, bespoke events, conferences, etc)

Pathfinder progress made to date • Working in co-production with parents and carers • Multi agency approach • As of the end of Sept 2013, pathfinders reported that they had recruited over 2000 families for testing, with over 1000 EHC plans in place • Person centred • Positive feedback from families and professionals • Consistent emerging practice across many areas • 28 local offers now live

Emerging PrinciplesEngagement With Children, Young People & Parent Carers • The following general principles apply across all aspects of SEND reform: • Parent-carers: the participation of parents and carers is built in from the beginning of strategic and individual planning and development of support. • Children and young people: the participation of children and young people is built in from the beginning and informs developments at an individual and strategic level. Challenges & areas for further development: • Running two systems in parallel amid wider change programmes • Workforce development and culture change • Further testing of paperwork ensuring its robustness when used as a statutory document • Scaling up testing • Increase the number of families involved • Ensure coverage across the age range • Including more new cases • Testing the full end to end process e.g. reviews, disputes, transition • Sharing learning more widely with non-pathfinder areas
