  2. California Department of Education UpdatesAugust 2018 Carolyn Hamilton, Ph.D Education Programs Consultant Career and College Transition Division Teaching and Learning Support Branch

  3. Changes in Leadership • Tom Torlakson, the current state superintendent, is completing his second term as SSPI. Tom is termed out after serving two four-year terms. • Two candidates are running for the SSPI post, Tony Thurmond and Marshall Tuck. They were the two leading vote-getters during the June 2018 primary. • Tony Thurmond is a state Assemblyman representing Richmond in the East San Francisco Bay and a former social worker. Thurmond, a Democrat, has the support of teachers unions, • Marshal Tuck, co-founded Green Dot charters and administered a group of autonomous schools within Los Angeles Unified School District. Tuck, also a Democrat, is supported by education reformers.

  4. Blueprint for Great Schools 2.0 • Builds on 2011 report and provides direction and vision for the K-12 education system • One of the 10 Guiding principles promotes “collaboration and coherence at the state level, across districts and LEAs, within schools, and between early childhood, preK-12 and higher education…” • Examples: • Early College High School and Middle College High School collaborations. • Early Assessment Program • California Career and Pathways Trust Programs and Partnerships • California Partnership Academies

Local Control Funding Formula Local Control Funding Formula – 8 State Priorities included in EC 52060(d): • Compliance with Williams • Implement academic content and performance standards adopted by SBE • Parental involvement • Pupil achievement • Pupil engagement • School Climate • Course access • Pupil Outcomes

  6. Local Control Funding Formula • Empowers local communities to make local decisions to address local needs. • Multiple indicator system (e.g. pupil outcomes). • State intervention required when scores lag in more than one priority area for multiple student subgroups.

  7. Every Student Succeeds Act 2015 • Replaced No Child Left Behind and hold states accountable for creating their own accountability systems which include multiple indicators. • Requires states to intervene in schools, performing in the bottom 5% as determined by scores on statewide measures. • Requires every state that receives federal funds for low-income students and English learners to submit and receive approval of a plan for managing and using the funds. • Over a 2 year period, SBE focused on aligning ESSA with the California Local Control Funding Formula (LCFF). • LCFF focuses on supporting districts while ESSA requires states to identity and assist individual schools. LCFF emphasized broader district reforms that identify common areas needing improvement among schools.

  8. California’s ESSA State Plan • State’s ESSA Plan submitted to US Department of Education (ED) September 2017 • ED requested a series of revisions including measures of interim progress, the chronic absence indicator and college/career indicator. For example, the Dashboard did not clearly identify schools in the bottom 5%. Also, SBE did not provide 5 x 5 grid for CCI in the state plan. • A compromise was reached that allows the state to continue working with districts

California’s ESSA State Plan Update • July 11, 2018 the California State Board of Education (SBE) approved a revised version of California’s ESSA Plan. • On July 12, 2018 the U.S. Secretary of Education approved the ESSA Plan. . • California receives 1.8 billion in Title 1 funds through ESSA(about 2% of California 78 billion K-12 budget). • SBE will continue to explore a growth model for tracking students’ academic improvement which will be more precise than what the state does now.

California School Dashboard • Local Control Funding Formula, signed into law on July 1, 2013, required the SBE to develop an accountability tool. • Uses colors to rate schools in numerous areas, including academics, attendance, graduation, English Learner progress, college readiness and chronic absenteeism. Red represents the worst while blue represents the best. • Shows status of LEAS and school performance on 6 state indicators (e.g. college/career readiness) and 4 local indicators(e.g. school climate).

  11. College and Career Indictor • On July 11, 2018, the SBE approved a preliminary version of California’s first College and Career Readiness Indicator, a tool aimed to measure how schools prepare students for postsecondary opportunities. • The metric would evaluate high schools and districts by their students’ Advanced Placement test scores, the number of students concurrently enrolled in community colleges, how many successfully completed a career technical education pathway, how many completed courses required for UC and CSU admission, and other measures.

College and Career Indicator The following measures are valid and reliable measures of college/career readiness: • Grade 11 CAASPP results in ELA and mathematics • a-g Completion • Dual Enrollment • Advanced Placement (AP) exam • International Baccalaureate (IB) exam • Career Technical Education (CTE) pathways completion

College and Career Indicator • The CCI would measure high schools and districts by the percentage of students who are designated as: • Well prepared (e.g. score “Ready” on both the math and English sections of the 11th grade Smarter Balanced Assessment). • Prepared (e.g. Score “Ready” on at least one section of the 11th grade Smarter Balanced Assessment). • Approaching Prepared (e.g. Score “Conditionally Ready” on both sections of the 11th grade Smarter Balanced Assessment) • Not Yet Prepared • Several SBE members expressed concern that indicator leans heavily toward measuring college readiness over career readiness. • CDE staff will continue refining the indicator which will go back to the SBE for final adoption.

  14. College and Career Indicators • California added new data elements to California’s student-level data collection, the California Longitudinal Pupil Achievement Data System (CALPADS), in the 2016-2017 school year. Once these new measures are collected and determined to be valid and reliable, they will be considered for inclusion in the CCI: • Future indicators could include: • State Seal of Biliteracy • Golden State Seal of Merit Diploma • Articulated CTE Pathways

  16. Career and College Transition Division Career Technical Education Incentive Grant (CTEIG)- Assembly Bill 1743 is being negotiated to renew CTEIG funding. Career Technical Education Initiatives funding (formerly SB1070)- 15.3 million has moved out of the Community College Strong Workforce dollars and has become a budget line item for CDE. AP/IB test fee funding – no longer administered through CDE. AP/IB test fee Program with ESSA- ESSA contains provisions within Title 1 and Title IV for supporting student participation in challenging and rigorous courswork.
