Why should Japan work together with the EU in development cooperation? 1) Because the EU is collectively the largest ODA provider. 2) Because the EU is pursuing a comprehensive approach in security, development and democratic governance (3D) 3) Because the EU may offer Japan ample opportunities to strengthen its foreign policy impact.
