Members of minority groups are disproportionately represented in juvenile arrests • The violent crime arrest rate for African American juveniles is about four times that for white juveniles • African American juveniles are referred to juvenile court twice as often as their white peers Arrests and Minority

  3. Minority youths tend to fail the attitude test in interactions with police officers • After the seriousness of the offense and past history, the most important factor is the offenders attitude • Police officers who do not live in the same community with minority youths mmay misinterpret normal behavior as disrespectful.
