  2. Latin American Governments • All countries have their own government • Focus in this unit on • Cuba • Puerto Rico • Mexico • Venezuela • Haiti • Panama

Republic of Cuba • Unitary Government – one strong central govt. that controls smaller units. • One political party allowed in Cuba – Communist Party of Cuba (PCC) since 1959 • Communist dictatorship – citizens DO NOT elect the president • President is appointed by National Assembly of People’s Power • Citizen’s can vote for candidates in the National Assembly, BUT (PCC) chooses candidates…see how that works??? • LET’S LOOK AGAIN

Cuba Fidel • Communist • Current President – Raul Castro, Fidel’s brother • Suffrage rights – Men and women @ 16 • Govt. controls nearly all aspects of life • Little opportunity to own private property • Large govt. and controls all businesses, Raul factories, and farms. • Govt. does not like to trade internationally so many shortages on foreign-made products • rationed foods ex: rice and meat • Motor Oil • School Supplies – chalk, books, paper, etc. Raul

  6. Puerto Rico • Government – Republic • It is a self-governing commonwealth of the United States. A territory that runs itself politically, but is associated with another country. • 3 branches: • Executive • Chief of State – President of US • Head of state is a Governor - Alejandro Padilla • Elected every 4 years • Legislative • Senate and House of Reps (bicameral) • Elected every 4 years • Judicial • Court system

Puerto Ricans vs. US Citizens • Puerto Ricans • Are US citizens • Have their own flag, but do fly US flag • Use US currency • Do pay taxes • Use the US postal service • Have their own Constitution • Can join US military • Have their own Olympic team • Have their own Miss Universe • Can NOT vote if they live on the island • Have NO representation in Congress • Do NOT file federal income taxes (unless they work for fed. Govt)

Mexico • Federal Republic – government is divided between the central government & state governments • Presidential Democracy – citizens elect President who serves 1 – six year term. • Can also elect members of Congress • Current President - Enrique Peña Nieto • 3 branches of government • 31 States • Citizens enjoy many freedoms, including right to vote • Suffrage @ 18

Venezuela…THEN • United Socialist Party – believe the govt. should own and control the means of producing goods. • President - Hugo Chavez 1999-2013 • Mentor Fidel Castro (Cuba) • Loved by poor • Set up social programs, clinics, • Hated by middle and upper class • Nationalized land and industries • Venezuela and US relations – disagree with political policies • But…there are trading benefits …especially OIL for US!

  10. Venezuela…NOW • Federal republic – central & state govts. • President – elected by public, secret ballots • Current – Nicolas Maduro • Relations with US • US trying to improve with new regime • States • 23 states • 311 islands

Republic of Haiti • Republic – 3 branches • Executive • President – Michel Martelly (elected 5 yr. term) • Prime Minister - Laurent Lamothe(appointed) • Cabinet (appointed by Pres. and PM) • Legislative • Senate and Chamber of Deputies(elected) • Judicial • Supreme Court • Poorest country in Western Hemisphere Pres. on right

  12. Panama • 1983 – 1989 - Manuel Noreiga ruled as dictator • Currently - Constitutional Democracy • President - Ricardo Martinelli • 3 branches • Multiparty system • Panama Canal • Built 1904-1914 and owned by US • 1999 US returned control to Panama • $5.2 billion project to expand canal
