On April 10, 2014, Lonnie Reavis, Coordinator of Transportation, presented two proposals for the Tier Bell Schedule affecting schools. Proposal 1 introduces built-in flexibility with minimal impact on current high and middle school schedules, but results in later start times for several elementary schools. Proposal 2 consolidates elementary schedules but requires more drivers and buses, affecting coverage flexibility. Both proposals aim to balance timing and resources while considering the impact on student activities and transportation efficiency.

Proposal 1 4 Tier Bell Schedule • Middle School 7:25-2:00 (7am Bus Arrival) • Includes Turlington Woods • High School 8:25-3:00 (8am Bus Arrival) • Elementary A 9:20-3:35 (8:50 Arrival) • DRV, FB, HP, KSE, MB, NSE • Elementary B 9:35-3:50 (9:05 Arrival) • BTW, CSE, EFE, NPE, OAK, PES
Proposal 1 - PROs • Built in flexibility as more drivers are available at each tier. • Drivers will only have 2 or 3 runs • Drivers cover for absent drivers when not making a run • Current schedules for high school, middle school, CES, DES/FBES, HES, MBES, and NPES are minimally impacted.
Proposal 1 - PROs • Less students at each elementary tier - shortening some runs • Drivers will be able to retain their benefits. • (6 hour runs/30 hours a week) • Can be accomplished with the 156 current full time/part-time driver positions.
Proposal 1 - PROs • Postpones new bus purchases for one more year. • Easier to adapt to program changes • Early Start, Special Education, International Baccalaureate, Project Lead the Way Science Technology and Engineering and Health and Medical Science, and Turlington Woods.
Proposal 1 - CONs • Later starting and dismissal times for BTWES, EFES, KSES, NSES, OES, and SWES/PES • Plan will not work if schools moved from tier to tier • Later 9:35 a.m. starting time and later 3:50 p.m. dismissal time for Elementary B schools • Late arrival home of Elementary • Impacts after-school activities, playtime, meals, homework, and bedtime

Proposal 2 - PROs • Earlier start and dismissal time than Proposal 1 for BTW, CSE, EFE, NPE, OAK, PES • Drivers would be able to retain benefits • 6 hour runs/30 hours a week
Proposal 2 - CONs • No flexibility to cover other tiers • Only 45-minute window between Tier 2 & 3 • Requires 163 drivers • Seven (7) drivers more than currently used • Requires purchase of two (2) lift-gate-equipped buses • ($210,000)
