  4. ANTECEDENTE Frontera 2012 es el más reciente Programa Ambiental Multianual para la Frontera México-EU y es el resultado de un esfuerzo conjunto entre la SEMARNAT, la EPA, la Secretaría de Salud, el Departamento de Salud de EU, los Diez Estados Fronterizos, y las Tribus Fronterizas de los EU.

  5. BACKGROUND • As a result of the partnership among the USEPA, SEMARNAT, Secretaría de Salud, DHHS, the Ten Border States, and the US Border Tribes, Border 2012 is the latest US-Mexico multi-year environmental plan for the border region.

  7. ANTECEDENTES IMPACTOS AMBIENTALES DEL CRECIMIENTO ECONÓMICO Y DEMOGRÁFICO • Durante los últimos 20 años la población de la frontera ha crecido rápidamente hasta alcanzar los 11.8 millones de personas. • Se espera que para el año 2020 esta cifra alcance los 19.4 millones.

  8. BACKGROUND ENVIRONMENTAL IMPACTS OF URBAN AND INDUSTRIAL DEVELOPMENT • Over the last 20 years border population has grown rapidly to reach 11.8 milion. • This figure is expected to rise to 19.4 milion by the year 2020.

  13. Antecedentes 1992 PIAF 1993 COCEF-BDAN1996 FRONTERA XXI • Frontera 2012 se basa en el Acuerdo de la Paz y retoma los logros de programas anteriores, como Frontera XXI (1996-2000), y otros instrumentos binacionales.

  16. BACKGROUND The Draft Framework of Border 2012 began to be developed in 2001. • Border 2012 Draft Framework document was presented in September 2002, and then a 60 day public comment period began.

  19. Consultas Públicas de Frontera 2012. Border 2012 Public Meetings Se recabaron más de 1,000 comentarios individuales que fueron incorporados al programa para dar forma definitiva al documento marco de Frontera 2012. Over 1,000 individual comments were collected and used as feedback to give final shape to the Border 2012 framework document.

  20. ANTECEDENTES El 4 de Abril de 2003 en Tijuana, BC, se llevó a cabo la ceremonia de firma y presentación oficial del Programa Frontera 2012 con la participación de todos los socios del Programa, sociedad civil, industria, funcionarios de los tres órdenes de gobierno y legisladores.

  21. BACKGROUND The Border 2012 Framework document was signed by the USEPA, SEMARNAT and the ten border states on April 4th, 2003 in Tijuana, Mexico, participants included civil society, industry, officials from state and local governments and legislators.

  25. Differences between Border XXI and Border 2012. • New Mission Statement (greater emphasis on environmental health) • A longer 10 year planning period. • A new organizational Structure that facilitates regional and local level planning and priority setting.

  28. Un Nuevo Enfoque Frontera 2012 hace énfasis en un enfoque local y regional, bajo la premisa de que la toma de decisiones, el establecimiento de prioridades y la instrumentación de proyectos a nivel local es la forma más efectiva de atender los problemas ambientales de la región.

  29. A new Approach Border 2012 emphasizes a bottom-up, regional approach, anticipating that local decision-making, priority-setting, and project implementation will best address environmental issues in the border region.

Objetivos del Programa • Objetivo # 1 Reducir la contaminación del agua • Objetivo # 2 Reducir la contaminación del aire • Objetivo # 3 Reducir la contaminación del suelo • Objetivo # 4 Mejorar la Salud Ambiental. • Objetivo # 5 Reducir la exposición a sustancias químicas como resultado de accidentes o actos terroristas Objetivo # 6 Mejorar el Desempeño Ambiental mediante el cumplimiento y aplicación de la ley, la prevención de la contaminación y la promoción de la gestión ambiental responsable.

Acciones para el manejo de residuos peligrosos y substancias tóxicas • Objetivo # 3 Reducir la contaminación del suelo. • Meta 1: “Para el año 2004, identificar las necesidades y desarrollar un plan de acción enfocado a mejorar la capacidad institucional como de infraestructura de residuos y la prevención de la contaminación relacionada con residuos sólidos y peligrosos, y sustancias tóxicas en la frontera de México y Estados Unidos”.

Measures to address hazardous waste and toxic substances Goal # 3 Reduce Land Contamination Objective 1: “By 2004, identify needs and develop an action plan to improve institutional and infrastructure capacity for waste managemente and pollution prevention as they pertain to hazardous and solid waste and toxic substances along the US-Mexico Border”.

Acciones para el manejo de residuos peligrosos y substancias tóxicas • Objetivo # 3 Reducir la contaminación del suelo. • Meta 2: “Para el año 2004, evaluar el estado de los sistemas de rastreo de residuos peligrosos de México y Estados Unidos. Durante el año 2006, desarrollar y consolidar ambos sistemas”.

  38. Measures to address hazardous waste and toxic substances Goal # 3 Reduce Land Contamination Objective 2: “By 2004, evaluate the hazardous waste tracking systems in the US and Mexico. During 2006, develop and consolidate the link between both tracking systems”.

Acciones para el manejo de residuos peligrosos y substancias tóxicas • Objetivo # 3 Reducir la contaminación del suelo. • Meta 3: “Para el año 2010, limpiar tres de los sitios más grandes de llantas abandonadas en la región fronteriza México-Estados Unidos, mediante políticas y programas desarrollados conjuntamente con los gobiernos locales”.

  40. Measures to address hazardous waste and toxic substances Goal # 3 Reduce Land Contamination Objective 2: “By 2010, clean up three of the largest sites that contain abandoned waste tires in the border region, based on policies and programs developed in partnership with local governments”.

Acciones para el manejo de residuos peligrosos y substancias tóxicas • Objetivo # 3 Reducir la contaminación del suelo. • Meta 4: “Para el año 2004, desarrollar una política binacional de limpieza y restauración que resulte en el uso productivo de los sitios abandonados contaminados con materiales o residuos peligrosos a lo largo de la frontera, de acuerdo con la legislación de cada país.

Measures to address hazardous waste and toxic substances Goal # 3 Reduce Land Contamination Objective 4: “By 2004, develop a binational policy of clean up and restoration resulting in the productive use of abanoned sites contaminated with hazardous waste or materials along the border, in accordance with the laws of each country ”.

Acciones para el manejo de residuos peligrosos y substancias tóxicas • Objetivo # 4 Mejorar la Salud Ambiental. • Meta 3B: “Para el año 2007, reducir la exposición a plaguicidas mediante la capacitación de 36,000 trabajadores agrícolas sobre los riesgos y el manejo apropiado de plaguicidas, incluyendo maneras de reducir la exposición de las familias y los niños.

  44. Measures to address hazardous waste and toxic substances Goal # 4 Improve Environmental Health Objective 3B: “By 2007, reduce pesticide exposure by training 36,000 farmworkers on pesticide risk and safe handling, including ways to minimize exposure for families and children ”.
