Measures Applied Broadly Across Programs • Once individual registered for WIA Title I funded programs, can count participants who receive non-WIA funded One-Stop and School-to-Work partner services in the measures • Need to build partnerships to enable tracking across programs • DOL working with Dept. of Education to develop common accountability framework

  4. Applying Measures to Funding Streams • Funding Streams Determine Who gets Counted in Measures • Adult • Dislocated Worker • Youth (older youth 19-21, younger youth 14-18) • Individuals Co-Enrolled in Multiple Funding Streams Counted in Each Applicable Measure

Point of Registration • All youth who receive WIA services are registered • Adults/DW who receive core, intensive and training services beyond information/self-help services are registered • Registration required for following core services: • Staff-assisted job search & placement assistance, including career counseling • Staff-assisted job referrals • Job development

  6. Point of Exit for Outcomes • Exit triggers counting outcomes except younger youth skill attainment measure • All people who exit in the same Qtr. become part of an exit group • “Exiter” - completion or inactivation date (hard exit) or 90 days with no WIA-funded or partner services and not scheduled for future service except follow-up services

Time Period for Measurement 2 Time Periods: • All measures using UI wage records (Adult, DW & Older Youth entered employment, retention, earnings, and credential measures and younger youth retention rate) based on last 3 Qtrs. PY 1999 and 1st Qtr. PY 2000 • “Real-time” measures (younger youth skill attainment, younger youth H.S. diploma or equivalent rate, and customer satisfaction) use time period beginning 1st Qtr. PY 2000

Use of UI Wage Records • UI Wage Records primary data source for entered employment, retention, employment portion of credential rate and employment portion of younger youth retention rate • If not found in UI Wage Records, may use supplemental data • UI Wage records are only data source for earnings change/replacement measures

Youth Age Determination • Individual Who is 18< at Registration & Receives Adult-Funded Services is Counted in Adult Measures • Youth are included in the set of youth measures (older youth 19-21 or younger youth 14-18) based on their age at registration, regardless of how old participant is at age of exit

  21. Parameters for Younger Youth Skill Attainment Rate • All youth included in rate must have a minimum of 1 skill goal/year and maximum of 3 goals/year • Target date for accomplishing each skill goal is no longer than 1 year • Participants may have any combination of 3 types (basic, work readiness, or occupational) of skill goals • If participant is basic skills deficient, individual must set, at a minimum 1 basic skills goal

Younger Youth HS Diploma or Equivalent Attainment Rate Of those who enroll without a diploma or equivalent: # who attained secondary school HS diploma or equivalent (i.e. GED) during the quarter ____________________________________________________________________________________________________________________________ # who exited during the quarter (except those still in secondary school at exit)

Guidance on Summer Youth Performance • (Proposed Decision) All youth grand-fathered into WIA on July 1 (including youth in summer 2000 work experiences) will be held to WIA performance measures • Summer is no longer a stand alone activity, therefore all WIA youth (regardless of summer participation) will be included in youth performance measures

Guidance on Summer Performance • Concerns about summer-only participants negatively affecting performance - We have a solution: • In-school younger youth who exit following the summer and return to school will by definition only be included in the skill attainment rate • Out-of-school younger youth must be included in all the measures regardless of exit point, therefore DOL encourages continuation of services following the summer (not immediate exit)

  26. Guidance on Summer Performance • Setting skill attainment goals for youth grand-fathered from JTPA - Two suggested option: • Assess youth who enroll in JTPA Title II-B in spring of 2000 as if they were WIA participants, knowing they will become so on July 1 and set appropriate skill attainment goals • Convert youth competencies established under JTPA into skill attainment goals on July 1. No need for reassessment unless youth did not receive determination of basic skills level
