  4. Hard Exit HARD EXIT A customer formally completes program or withdraws from services. Hard Exit

  5. Soft Exit SOFT EXIT Customers who do not receive a WIA funded or WIA partner service for 90 days and are not scheduled for future services except follow-up. Soft Exit

  6. Soft Exit SOFT EXIT The exit date is the date of last service. Soft Exit

  7. Soft Exit SOFT EXIT Soft exits don’t necessarily entail negative performance outcomes, but they should still be avoided. Soft Exit

  8. Planned Gaps in Service Customers can be put “on hold” when they have a legitimate reason for not participating for a period of time, i.e. to seek medical treatment, but plan to return to the WIA program.

  11. Quarters QUARTERS All Adult and Dislocated Worker performance measures are calculated based on the quarter in which a participant exits, and the performance outcomes are due in different quarters.

  15. Registration for Adults/ Dislocated Workers • There is staff involvement AND • The customer is not participating in only self service activities AND • The customer is not receiving information only services AND • The service is funded by WIA.

  16. UI Wage Data Unemployment Insurance (UI) wage data: UI wage data is used to track unsubsidized employment and wages in all Adult and Dislocated Worker measures.

UI Wage Data Unemployment Insurance (UI) wage data: Challenges with using UI wage data: • Typically there is a two quarter lag before this data can be analyzed by the state for WIA performance. • This means data verifying employment and wages for performance measures is not reported for many months after the performance period.

  19. UI Wage Data Unemployment Insurance (UI) wage data: Challenges with using UI wage data: • Not all employed workers show up in UI wage records. • States can use Supplemental Data to verify employment for these workers, as long as the source is documented.

Planned Gaps Planned Gaps in Service Documenting planned gaps in service over 90 days will not result in a soft exit if customers are unable to participate in WIA for the following reasons: • Health/medical reasons • Service or training not immediately available • A reservist is called to active duty and has a return date Planned Gap
