Geographic Programs • Foundation on which socio-economic data is constructed • Boundary and Annexation Survey (BAS) • Local Update of Census Addresses (LUCA) • Participant Statistical Areas Program (PSAP)
LUCA • Local government verification of the Census Master Address File (MAF) for their area • 3 participation options with varying levels of confidentiality restrictions and review opportunities • LUCA updated MAF is the mailing list used for distributing 2010 Census questionnaires • 78 counties and 271 municipalities participated
Collecting the Data • Census Day – April 1, 2010 • 2010 Census Dress Rehearsals in San Juaquin, CA and the Fayetteville area of NC • Local Census Offices (LCOs) will begin to open this fall: Asheville, Charlotte, Greensboro, Fayetteville, and Greenville • February – March 2010 – questionnaires mailed • April – July 2010 – non-response follow-up
Data Release • December 31, 2010 – Apportionment Counts must be released to the President • March 2011 – Redistricting Data to the states • Summary File release
Census Changes • Single form Census!- name- relationship- sex- age- Hispanic/Latino Origin- race- residency (group quarters) • Hand held computers (HHCs) • Where’s all the socio-economic data?
American Community Survey (ACS) • Content- income - poverty- labor force - occupation/industry- educational attainment - tenure- housing value - commuting • Coming this Fall – Health Insurance Coverage • Single year data releases in August/September • 3-year aggregates will release their first data by December
ACS – More Detail • Sample (long) form of the decennial census is now the American Community Survey • Samples monthly • Reports data:- annually for areas of 65,000+- 3-year aggregates for areas of 20,000 – 64,999- 5-year aggregates for areas below 20,000 • Reports estimates with margins of error • Not comparable to Census 2000 sample data • Controlled … eventually … to the Census counts

Trends and Questions • North Carolina is estimated to grow by over 17% by the 2010 Census • Our non-response rate for Census 2000 was 36% How much funding can we afford to lose? How well can we plan and budget for the future?
2010 Census Partnership • US Census Bureau will have a national ad campaign • Federal budget limitations for promotion • Local partnership and promotion are key to success
Complete Count Committees • Local community leaders putting a local face on census participation • Identify:- members- resources- opportunities - hard to enumerate groups • Partnership is a two-way street- use available promotional material
