  7. PMA209 Capability Portfolio AWICS • Capabilities Portfolio: • Information Management – Mission Computers, processing, display • Information Exchange – communications & networking • Navigation – GPS Receivers, altimetry • Cooperative Surveillance – CNS/ATM: RNP/RNAV, ADS-B Out • Flight Safety – CFIT (GPWS/TAWS), CSR, MCAC, MFOQA • Acquisition Methodology: • Commonality efficiencies – reduced logistics footprint, economies • Affordable sustainment – FACE, common gov’t applications • Systems integration – gov’t alternative to prime vendor LSI support GYROS Displays “Achievement through Collaboration” ARC-210 Pilot Reaction FT AGL G-Onset Dive Recovery Roll to Wings Level SAFETY BUFFER LSI AMC GPWS TCAS

  8. Core Avionics Master Plan • CAMP 2014 Update (coming this summer): • Recommends preferred management practices in Requirements, Resourcing and Acquisition • Presents Avionics Capability Evolution Roadmaps • Tool for building cost efficient platform Flight Plans 2014 • Capability Evolution Roadmaps: • Information Management • Line of Sight Info Exchange • BLOS Info Exchange • Internet Protocol Networking • Navigation • Cooperative Surveillance • Flight Safety • Self Protection

  9. Why Use a Commodity Manager? • Commodity Acquisition Management benefits: • Centralized management can reduce the cost of new capability. • Fewer development efforts - platforms team up for collaborative pursuits versus competing for independent/unique pursuits. • Reduction of number of contracts, personnel, overhead. • Collaborative pursuits achieve efficiencies. • Economy of scale in procurements - cheaper unit costs. • Continuous system updates/enhancements for all users. • Leveraging of new platform R&D for development & integration. • Commonality Reduces logistics/deployment footprint. • Same part or family of systems, multiple users. OPNAV looks to PMA209 to provide affordable solutions.

  10. Commodity Management Methodology NextGen

  11. Industry Day Objectives • Establish close working relationship with industrial base. • Solicit follow-on meetings to allow vendors to showcase products. • Keep our Capability Teams aware of latest and best solutions. • Inform Industry partners of Naval Aviation needs and issues. • CNS/ATM solutions (small form factor ADS-B Out), Blue Force SA, Safety enhancements, Digital interoperability, GPS protection … • Advise of impending RFI or RFP releases. • Help Industry effectively apply IRAD resources (to benefit NAE). • Influence Industry to move to more Open Systems solutions. • Enable modernization through open systems & FACE architecture. • Promote solutions that have broader benefits so that they have a better chance of getting resourced and enhancing capabilities.

  12. What’s in this for Industry? • Commodity Acquisition benefits for industry: • Open Standards: • Eliminates vendor lock and opens competition. • Levels the playing field for 2nd and 3rd tier vendors. • More affordable enhancement integration. • Multi-platform product application: • Broader user base (market). • Larger production runs (or production run shares). • Longer life cycle sustainment (product not lost at sundown). • Increased traction (opportunity) for enhancements & upgrades. OPNAV looks to PMA209 to provide affordable solutions.

  13. Summary • PMA209 is here to: • Increase Industry awareness of Avionics capability needs. • Establish strong partnerships with Avionics providers. • Collaborate with Industry to support platform avionics- enabled warfighting needs. PMA209 develops, integrates, and delivers avionics solutions that meet customer requirements, enable interoperability, and maximize affordability.
