  4. Branch: Climate Change and Air Quality Management 1. Structure Branch Purpose: Promote, coordinate and manage an effective national mitigation and adaptation response to climate change Branch Functions: • Effectively preparing for, engaging in, compliance with, and reporting on international climate obligations. • Effectively responding to climate change impacts through building adaptative capacity, socio-economic resilience and emergency response capacity • Facilitate and manage the transition to a climate resilient, equitable and internationally competitive lower carbon economy and society in a manner that simultaneously addresses South Africa’s over riding national priorities for sustainable development, job creation, improved public and environmental health, poverty eradication and social equality.

CD: International Climate Change Relations and Negotiations [2] PURPOSE • To prepare for, negotiate and inform the implementation of multi-lateral, mini-lateral and bilateral climate change agreements. FUNCTIONS • To carry out all the necessary research, analysis and stakeholder engagements required to gain well-informed mandates for all of South Africa’s multi-lateral, mini-lateral and bilateral climate change agreement negotiating positions • To carry out all the necessary capacity building, oversight, management and/or support of negotiating teams to ensure the maximum possible South African advantage in multi-lateral, mini-lateral and bilateral climate change agreement negotiations • To fully inform South Africa’s implementation of, and/or alignment with, its international commitments and/or international trends and developments on climate change.

CD: International Climate Change Relations and Negotiations [2] Functions (contnd): • Facilitate the development and implementation of a National monitoring and evaluation system for climate change actions to enable South Africa to meet its national and international obligations • Ensure continuous improvement of ambient air quality throughout the country through the implementation of air quality management plans and tools.

  9. CD: Climate Change Adaptation PURPOSE • To lead and/or support, inform, monitor and report efficient and effective national, provincial and local climate change adaptation responses. FUNCTIONS • To provide strategic leadership and to identify significant short-, medium- and long-term climate change-related risks and the priority interventions required to effectively manage the inevitable climate change impacts through interventions that build and sustain South Africa’s social, economic and environmental resilience and emergency response capacity. • To raise general and/or sector-specific awareness and response capacity around prioritised adaptation interventions. • To provide strategic leadership, support and assist affected sector departments in mainstreaming key short- and medium-term adaptation interventions into their sector plans.

  11. CD: Climate Change Mitigation PURPOSE To lead and/or support, inform, monitor and report efficient and effective national, provincial and local climate change mitigation responses. FUNCTIONS • To lead and/or coordinate the implementation of the climate change mitigation approach directed in Section 6 of the National Climate Change White Paper including: Setting the GHG emission performance benchmark; Identifying desired sectoral mitigation contributions; and defining Carbon Budgets for significant GHG emitting sectors and/or sub-sectors. • To raise general and/or sector-specific awareness and response capacity around climate change mitigation in general and the national GHG emission performance benchmark, desired sectoral mitigation contributions and Carbon Budgets for significant GHG emitting sectors and/or sub-sectors. • To lead, support and assist affected sectors and sector departments in mainstreaming climate change mitigation in general and the national GHG emission performance benchmark, desired sectoral mitigation contributions and Carbon Budgets for significant GHG emitting sectors and/or sub-sectors into sector policies, strategies, plans, legislation and regulations.

  13. CD: Climate Monitoring and Evaluation PURPOSE To monitor and evaluate national climate change responses in order to ensure informed climate change response decision making. FUNCTIONS • Design, develop, implement and continuously upgrade a national system that may be used to monitor and evaluate national climate change adaptation responses and, in general, oversee the implementation of Section 12.1 – Monitoring Climate Change – of the National Climate Change Response Policy. • Design, develop, implement and continuously upgrade a national system that may be used to monitor and evaluate national climate change mitigation responses and, in general, oversee the implementation of Section 12.1 – Monitoring Climate Change – of the National Climate Change Response Policy. • Oversee regular production of communication material that describes South Africa’s climate change actions for local and international audiences.

CC Branch Links to DEA Public Entities South African Weather Services • SAWS and the Department have partnered around the development and maintenance of a National Air Quality Information System (SAAQIS) for purposes of storing and archiving air quality data which has been observed and archived by different municipalities and other monitoring stations in the country. • In order to meet the information requirements for good air quality governance and ensure full compliance with the Air Quality Act, DEA in partnership with SAWS have been further developing the South African Air Quality Information System and its National Ambient Air Quality Monitoring Network. • In this regard, the only formal agreement between the Department and South African Weather Service is a very broad Memorandum of Agreement. • DEA and SAWS agreed that the South African Weather Service Act, 2001 must be amended to provide the SAWS with a legal mandate to implement these systems efficiently and effectively. • Therefore, most of the proposed amendments deal with the ambient air quality information service function. • Consequently, the proposed amendments provide SAWS with a legal mandate to perform the ambient air quality information service.

  24. 4. 2012/13 Targets [1] • The branch has in the 2012/13 Annual Performance Plan development process adopted 5 strategic objectives which depict the work of the chief directorates in relation to the requirements of the National Climate Change Response White Paper; as follows:

Analysis of SONA implications in terms of availability of resources[1] • DURBAN NEGOTIATIONS OUTCOME • The Durban Outcomes addressed two aspects of the negotiation, the first being long term view of a future climate regime; secondly whilst ensuring concrete action to deal with climate change in the short term • The Durban negotiated outcome therefore advances the global effort needed to address the global climate change challenge by addressing the NOW and FUTURE of the regime. Work in 2012, towards COP 18, to secure and build on the Durban outcomes. • The awareness campaign and CCR EXPO increased the reach and enhanced the understanding of climate change, serving as a basis for further consolidation of citizenry on the subject • The greening and legacy projects were successfully implemented and have been handed over to the operating entities; FULL report is under preparation for Cabinet

  31. Analysis of SONA implications in terms of availability of resources[2] • In the immediate future, Durban operationalised a number of international mechanisms agreed to in Cancun, incl. Green Climate Fund, the Technology Mechanisms, Adaptation Committee and it relationship with support, etc • Durban further anchored emission reduction undertakings by all parties not covered by the Kyoto Protocol, including developing countries, with a further elaboration of the transparency and accountability framework • The Conference therefore addressed African and South African priorities on; protecting multilateralism; securing the 2nd Commitment Period of the KP; operationalising the Green Climate Fund; achieving consolidation of Adaptation work; and operationalising Cancun institutions

Analysis of SONA implications in terms of availability of resources[3] • For the long term perspective, the Durban Platform sets a new long-term pathway for the development of a fair, ambitious, legally binding future multi-lateral and rules-based global climate change regime; • It further ensures an inclusive participation of all countries, in the global effort to reduce greenhouse gas emissions, thus achieving climate imperatives, whilst setting a process for increasing level of ambition • The future legal agreement is to be negotiated until 2015 and come to force in 2020, with agreement on a 2nd Commitment Period of the the Kyoto Protocol

  33. Challenges and Opportunities • Lack of appropriate office accommodation for the team a challenge • Uncertainty on approval of posts and funds requested in the MTEF • Inadequate capacity to initiate work required by the National Climate Change Response White Paper
