StateBridgeGrantProgram Funding $4,770,000 50% $4,770,000 50% • FY 2014-2015 $9.54 million • The funds are distributed to the counties as follows: • 50% equally among the ninety-five (95) counties • 50% based on need • Use of these funds requires a 2% match by the county either in cash, work-in-kind, or a combination for FY 14-15 and FY 15-16 then goes back to 20 %.

StateAidRoadProgram Begun in 1983 Provides money to counties for improvements to roads on this system Local routes in each county are designated State Aid routes Function as connector routes linking important traffic generators within the county They comprise 15-20 % of the total road miles in the county The types of qualifying work include the planning, engineering, right-of-way acquisition, grading, drainage, bridge construction, and pavement upgrades or rehabilitation

  6. StateAidRoadProgram The State Aid office has personnel in each of the department’s four regional offices. The region personnel meet with the county officials in their region Together they work out an annual work program and assist the county officials Region State Aid personnel make a final inspection If the project is acceptable and the region office has received the proper construction certification, final payment will be made to the county.

County Bridge Relief Act of 2014 Guidance This Bill changes the Bridge Grant Program Funding From: 80% State / 20% Local To: 98% State / 2% Local for projects that are initiated during FY 2014-2015 or FY 2015-2016. Initiated means that the Local Government has an approved application on file between July 1, 2014 and June 30, 2016. If the Local Government has an Approved application for 98-2 funding, they will have until June 30, 2018 to have the project under contract. If not, it goes back to 80-20 funding. July 1, 2016, Funding goes back to the 80 / 20 split for projects initiated after this date.

  9. If a project has NOT been Bid and a Contract signed as of July 1, 2014, then a new application may be submitted after July 1, 2014 to be eligible for the 98-2 funding. Consultant fees and Right of Way can now be Itemized cost. The Local Government must still provide for any necessary Utility adjustments. BRZ match goes from Federal 80% / Bridge Grant 16 % / Local 4% to Federal 80% / Bridge Grant 19.6 % / Local 0.4%. 50% of State Aid Road money may be moved ONCE during any Fiscal Year to Bridge Grant funds. These funds will take on the funding split of the Bridge Grant funds.
