2006 • European community carrying out the first European Strategy exercise; • International Scoping Study for a future Neutrino Factory and super-beam facility in full swing • First study to review and compare on equal footing super-beam, beta-beam and Neutrino Factory • The EUROnu Design Study being prepared • I wrote to ICFA to suggest that ICFA had a role in promoting cooperation in the development of the neutrino programme

2012: February • ICFA requested briefing on the International Design Study for the Neutrino Factory • Presentation included: • Review of long-baseline programme; • Status of IDS-NF and EUROnu: • And accelerator R&D work; • Summary of the conclusions of the ECFA neutrino panel • Asked whether ICFA had a role, perhaps as an “incubator” of the future long-baseline neutrino programme

2012: July • ICFA requested briefing on role of Neutrino Factory now that θ13 is known to be large
Elements of a staged programme: • Large value of θ13, makes it likely that the next generation long-baseline experiments will determine the neutrino mass hierarchy; • However, sensitivity to CP violation will be limited; • In the first instance, a combination of long-baseline (wide-band beam) experiments (e.g. LBNE/LBNO) and short baseline experiments (e.g. T2HK) may offer an attractive way forward: • In such an approach: • CP reach is limited by systematic effects; • Hints of CP violation would require follow up by the Neutrino Factory. • The Neutrino Factory is the facility of choice; • Consensus: • Will be required to:, • Complete the Standard Neutrino Model and to test whether it is a good description of nature • But, stored muon beams have not yet been shown to be capable of serving a world-class neutrino programme: • Require to push through R&D and complete IDS-NF, considering an incremental implementation in parallel; and • Establish a first, realistic, scientifically first-rate neutrino experiment based on a stored muon beam
2012: July • ICFA requested briefing on role of Neutrino Factory now that θ13 is known to be large • Presentation: • Explained opportunity (leptonic CP violation); • Argued that: • ICFA has a role in creating the conditions for competition moderated by cooperation informed by “enlightened self-interest”
