Property DisposalUtilization of Conveyance Methods Lessons Learned • Early Transfer Authority – gets property to communities and developers faster • Environmental Services Cooperative Agreements (ESCAs) – puts communities in driver’s seat of cleanup and redevelopment • Leases & Caretaker – early and consistent care retains value of leased properties 83% (73,000+ acres) of portfolio has been conveyed to communities 7

Environmental CleanupGoals Status Lessons Learned • Privatized Cleanup – ESCAs enable communities to integrate cleanup and redevelopment • Optimized Cleanup – Air Force use of performance-based criteria reduces cost and accelerates cleanup • Partnership – Exploring ways to partner with communities serves both interests • Community Interest – Restoration Advisory Boards only serve to enhance cleanup activities OSD RC Goals: 90% by FY18; 95% by FY21 AFCEC Projections: 97.1% by FY18; 98.6% by FY21 AFCEC Projections: Currently 76%; projected to achieve 85% by FY15

Post-Transfer ManagementPortfolio Management • Restoration activities and precautions are taken to ensure property is safe for reuse • Portfolio Management ensures compliance with disposal obligations and commitments to protect local communities • Portfolio Management provides the infrastructure needed to adhere to Air Force and stakeholder obligations Dispose & Protect Post Transfer Mgmt. (PTM) Environmental Cleanup Air Force In Partnership with Local Communities… Environmental Long Term Mgmt Property Disposal Portfolio Management is the monitoring, validation, and adherence to obligations entered into by property stakeholders as a result of remedial or disposal decisions and real estate agreements 9

Comments • Environmental progress leading to final property transfer • Success in environmental cleanup, but . . . large cost to complete, emerging contaminants and new discoveries • Deed actions may be needed when site closure reached • Removal from National Priorities List • Sustainment or “tail” for landfills, land use controls 10
