  2. ECO - Objectives The Energy Company Obligation is designed to complement the domestic Green Deal in a number of areas. ECO will combine with Green Deal finance to make these measures affordable under the Green Deal.

  3. ECO - Targeting • ECO will be focused on: - • The needs of the lower income and • most vulnerable households. • & • Those properties needing the next • most cost-effective measures that do • not meet the Golden Rule. • (e.g. solid wall insulation)

  4. Who is paying for ECO ECO is paid for through a levy on our domestic energy bills. Collected by the big six energy providers. Every household contributes, rich or poor. Regardless of the type of heating fuel.

  5. ECO – Cost to Cumbria £ 12 Million Contribution Each Year until 2015 £36 Million Total Use it or loose it!

  9. Affordable Warmth 350 Million Supporting Affordable Warmth The affordable warmth part of ECO will focus on providing upfront support for thermal performance measures which will help households to heat their homes more affordably.

  10. Affordable Warmth Measures Under the Affordable Warmth Obligation, any measure will be eligible for support if it reduces the notional cost of heating the property.

  12. Affordable Warmth 350 Million • Eligibility • Private Tenures Only • Qualifying Benefits • State Pension Credit • Working Tax Credit (Income under £15,860) • Child Tax Credit (Income under £15,860) • Income Related & Support Allowance • Income Based Job Seekers Allowance
