Amending the U.S. Constitution requires a careful and deliberate process to ensure broad consensus. The first step involves Congress proposing a new amendment, which must be approved by two-thirds of both the Senate and the House of Representatives. Once proposed, the amendment is sent to the states for ratification. State legislatures then have the option to accept or reject the amendment. For an amendment to become part of the Constitution, three-fourths (¾) of the states must ratify it, preventing small groups from enacting changes without widespread support.
